In the development of economy, the globalization of economy makes the industrial chain and industry clusters play an indispensable role especially for industrial clusters. Michael Porter pointed out a book, he said, industry clusters plays an important role one country’s economic competitiveness which is due to the national competitive advantage. Now, in more and more countries, the local governments think the industry cluster which is in the important content of the policy plays an important role in the regional or industrial organization. Not only in the economic area, sociology, psychology but also other areas of scholars, the industrial cluster research from different angles of industry cluster are analyzed and summed up. But so far, a common set of industrial cluster has not been formed and can give reasonable positioning theory. The phrase "industrial chain" originated in China, the reasons is that our country’s industrial foundation is weak. This concept is based on the situation of China’s industry development With the expansion of the scale of industrial chain, industrial chain to which way shall be? Industry chain development of industry cluster can be? In the process of development and what are the factors affect the cluster? Above problems are worth further reflection and discussion.Based on the industrial chain and industry cluster, this paper discussed the industry chain and industry cluster of the similarities and differences were discussed.And the relationship between industrial cluster and industrial cluster was discussed. Industry chain in the industrial cluster should be limited in the certain geographical scope, and the integrity of the industrial chain is flexible. Then the paper analyzed the reason why the industrial chain evolve to industry cluster.The way that industrial chain to the evolution of the industrial cluster, there are three kinds of case: the first kind is the industrial enterprise of diversification, the second is establishing cooperation relations with other enterprises, the third case is through the core enterprise form new industry chain, a new relationship is established between the new industry chain and the original one.
