With the rapid development of new scientific and technological revolution, the commercialization of scientific and technical achievements and upgrading of products become more and more quickly. Technological innovation plays a more and more outstanding role in optimizing the regional economic structure, realizing sustainable use of resources, advancing harmonious development between man and nature,etc.So it has become the irreplaceable and decisive strength of sustainable regional economic development , the main cause of regional economic development and the accelerator of upgrading industries.The purpose of the study is to construct an evaluation system which can evaluate and compare the capability of regional technical innovation objectively and scientifically.Through the study,the differences of regional technological innovation ability among regions can be analyzed and their own advantages and disadvantages of the regional technical innovation capability can also be cleared to provide each region with the reference of correctly understanding the development trend of technological innovation and making correct economic policy adapting to the regional economic development.The main contents of the paper are establishing an assessment indicator system which consists of five first-class indices, twenty second-class indices and fifty third-class indices according to the meaning and influence factors of regional technological innovation ability and the principle of establishing the indicator system for assessing regional technological innovation ability, assessing and analyzing East China regional technology innovation capability and putting forward relevant measures and proposals based on the evaluated result of each particular region.The method of the study is applying grey theory to the whole evaluation process of regional technological innovation ability.Particularly, the paper used grey correlation analysis to determine the weight of evaluation indices and used gray clustering to evaluate regional technological innovation ability. And then the paper combined the gray clustering results with graded approach to assign mark and sort order by score for each assessment objective. The process about the determination of the weight and the evaluation of regional technological innovation ability was implemented by compiling MATLAB programme. The paper applied the method of Gray Clustering Evaluation to the empirical study of East China regional technology innovation capability. The research result indicates as follows:The regions of which regional technological innovation ability located in the high range in East China region are Shanghai, Jiangsu, Zhejiang; located in the medium range are Fujian, Shandong; located in low range are Anhui, Jiangxi.And the order is Shanghai, Jiangsu, Zhejiang, Shandong, Fujian, Anhui and Jiangxi. Through the evaluated result we can see that using the assessment method not only can indicate the degree of regional technological innovation ability of each regeion but also can find out the advantages and disadvantages of each region in technological innovation capability by comparison.So each region can improve its regional technological innovation ability in the future development by continuing to develop their own advantages adequately and to improve their disadvantages and ultimately achieve the objectives such as advancing economic development, improving people's livelihood,etc.
