Study On The Problems And Countermeasures In The Process Of Urbanization In Tangshan City

Urbanization is not only to promote rapid economic growth, but also to change economic and social structures deeply. In2010, Tangshan City of the only pilot city for urban and rural development in Hebei Province, focused on speeding up the process of new rural construction, enhanced its organizational structure and institutional innovation; break through the constraints of the urban-rural dual structure. In this paper, a series of social problems that may arise in the process of the Tangshan urbanization to make a prospective study, and proposed the suggestions of how to scientifically deal with and targeted solving these problems in order to prevent the dual structure of the inner city "urban disease incidence of.From the current situation of the development in Tangshan City, the level of urbanization of the caliber difference is obvious; significant differences of the level of urbanization between the county is obvious. Luanxian of the lowest and Tanghai of the highest have a difference of nearly 20 percent; urbanization development basically is in line with“Northam curve”, and in the acceleration phase of urban development; the level of urbanization lags far behind the level of industrialization seriously; urban-rural dual structure is obvious. The urban-rural income gap (3.5:1) in Tangshan City is higher than the national average (3.3:1) and the provincial level (2.9:1), and the gap is still expanding. In this article, explores the development mode of urbanization in Tangshan City separately from the overall urbanization and rural urbanization. Overall, the pattern of urbanization development in Tangshan City: first, point-axis development model is transforming to the network model. The seconded one is center peripheral development model with "two rings" as an opportunity.In this paper, Forecasting urbanization rate of Tangshan city by four methods. If considering the urbanization rate unless the proportion of non-agricultural population calculates, in 2020 the urbanization rate of Tangshan City will achieve more than 65 percent. If take into account with the national accelerated process of urbanization, household registration reform, land ownership reform, and other factors that can predict a value as a reference for government policy-making: the minimum value is 65%, the expected value is 70%, the optimistic value is 75%. Average annual growth is 1.5-2 percent.Finally, on the basis of status of the development and forecasting level of development of Tangshan City, further study the various problems faced by future urban development of Tangshan City and put forward reasonable suggestions. For advancing smoothly the process of urbanization in Tangshan City, and accumulating successful experience to guide the process of urbanization in the province are of great practical and far-reaching strategic significance.
