With the development of the international economy, the outside environment of organization has changed rapidly, and competition becomes fiercer. At this time, strategy management and project management will play key roles. Strategy management helps managers be aware of the organization’s development direction in a complex environment, ensuring the organization do the right thing. And project management helps the organization make an effective response to all sorts of instantaneous environment changes, ensuring the organization do the thing in a right way. However, project management and strategy management do not develop smoothly, both of them have some problems to solved. Therefore, to find a more effective means or tool, and to promote the project management to a strategic level are serious problems to be solved.In order to provide the analytic tool at strategic level with the organizational project management, this article will begin with the view of organizational strategy, project optimization model with the priority on the strategy, and then put forward the index of project selection.At the same time, this index of project selection eliminates the limitation of industry, project property and so on. This article uses the literature study, questionnaire investigation and statistical analysis. Firstly, the research on project portfolio management and project selection is to be reviewed, then the previous research results to build a theoretical system of project selection is to be analyzed, finally the questionnaire investigation and statistical analysis method is to be employed in order to obtain the new selection index.The conclusions are following:(1) the project selection index system contains the organizational project, project itself and project external environment, and organizational project factors can be divided into organization index, management index, financial index and resources index; project factors can be divided into project risk index and project property index; external environment factors can be divided into the project technology index, market index and production environment index;(2) through the factor analysis, organization index has eleven subdivision factors, and these factors can be extracted to project organization factor, the organization itself factor and organization development factor; management index has twelve subdivision factors, and these factors can be extracted to management factor, ability factor, project requirement factor and expected factor; financial index has seven subdivision factors, and these factors can be extracted to project benefit factor and project expenses factor; resources index has nine subdivision factors, and these factors can be extracted to hard resources factor, soft resources factor and neutral resources factor; risk index has five subdivision factors,, and it can be extracted to risk factor; property index has ten subdivision factors, and they can be extracted to internal property factor and external property factor; technology index has ten subdivision factors, and they can be extracted to the project technology factor and organization technology factor; market index has fourteen subdivision factors, and these factors can be extracted to market benefit factor, market environment factor, the commercialization factor and market entering factor; environment index has 10 subdivision factors, and they can be extracted to ecological environment factor, production environment factor and the enterprise environment factor;(3)nine index are positively related to the strategic target of organization, and the influence of project resources index、risk index and financial index for its strategic target are significant.
