The Quantitative Study On Financial Subsidies Policy Tools From China’s High-tech Industry Policy Texts

The countries all around the world payed high attention to high-tech industry and published high-tech industry policies to support its development,the financial subsidies policy tools is the most outstanding policy tool in these policy texts.Since1991,our country gradually began to publish series of hi-tech industry policy texts.Our country used various policy tools combination to promot the development of hi-tech industry.and among the policy tools the financial subsidies is used frequently.The study focus on analyzing the rules of the the financial subsidies policy tools from the high-tech industry policy texts which were published from1991to2011.The author mainly uses the method of content analysis to research the selected126pieces policy texts,confirming the analysis unit and coding,taking the time of policy texts published,the departments of policy texts published,the objects of financial subsidies,the categories of financial subsidies as analysis dimension,establishing the analysis framework,using the method of statistical analysis to analyze the policy texts’ frequency statistics analysis and quantitative analysis,and hopes that through this study can we seek the using degree,specific distribution and development history of the financial subsidies policy tools that are from China’s high technology industry policy texts,discuss the development trends and the faced problems of the financial subsidies policy tools.Finally give some relevant conclusions and recommendations.
