From The Perspective Of Policy Tools Research On The Policy Text Of Industrial Cluster In Yancheng National High-Tech Zone

High-tech development zone,known as an important innovation national platform,functions as leading the development and transformation of high-tech results,and the development of industrial cluster.Yancheng National High-tech Zone,the only member of Yancheng listed in national high-tech development zones,is actively striving to be the national innovation-intensive park that is “well-known in Jiangsu,finding its presence across the nation”.An effective way to fueling on the development of industrial cluster in high-tech development zone is to use all kinds of public policy instruments.The performance of industry cluster policy is dependent on the choice of policy instruments,which in turn decides on the scale and extent of industry cluster in High-tech Zone.This research work on the policy adopted for industrial cluster in Yancheng National High-tech Zone focuses on policy text from the perspective of policy tools,based on the theoretical framework of policy instrument and competitive advantage theory of industrial clusters,in order to analyze the policy adopted for the zone in an organized manner.In this paper,three concepts,policy instrument,high-tech development zone and cluster policy of industry cluster,are first introduced to explain the theories in relation to policy instrument.A two-dimensional analytical framework with supply,demand and environment-oriented policy instrument considered as the basic instrument dimension(X-axis),and resource demand,technology demand,service demand,environment demand and market demand as the industry demand dimension(Y-axis)is established.Based on 47 collected and assorted policy texts in relation to Yancheng National High-tech Zone in 2006-2018,text attributes and policy content are analyzed to develop a systematic understanding of the policy text in relation to the industrial cluster of Yancheng National High-tech Zone.Findings show that the industrial clustering policy of Yancheng National High-tech Zone is subject to indefinite goal orientation,unbalanced tool structure,underutilization,unclear target for adjustment,incompetency of content innovation,and inconvenience of operation and implementation.These problems are related to the fact that the top-level design lacks of long-term planning,the policy is not promoted widely,the driving effect of policy tools is limited,the policy evaluation requires a practice model.Based on the above research and considering the actual condition of industry,certain countermeasures including planning policy tool structure,rationally allocating and using policy tools,precisely adjusting the direction of policy implementation,modifying the content of cluster policy in an innovative manner,and strengthening supervision of policy tools are proposed here.
