The high-tech industry as an important focus of carrying out scientific and technological innovation activities,its innovation output marks the advanced and forward-looking nature of the country's scientific and technological development,and determines China's international status and productivity level.At present,the enhancement of my country's technological innovation capability will depend on the degree of improvement of technological efficiency,because the level of technological efficiency can reflect the input-output ratio of resource elements,and can also reflect the industry's ability to adapt to changes in market demand.Due to the obvious policy-driven effect of China's industrial innovation behavior,it is a vertical means for the country to control industrial development.Different power departments control different resource elements,and the promulgated policies have different strengths.Therefore,the strength of scientific and technological innovation policies can be applied to high-tech innovations.Industry innovation output plays a vital role.In recent years,frequent macro-policy changes have taken place,which has seriously affected the credibility of the government and the level of scientific policy.As an important part of public policy,science and technology innovation policies are horizontal measures for the government to regulate industrial development and represent industrial development.The level of rationalization and its stability are inextricably linked to the innovation performance of high-tech industries.Because many policies are policy tools themselves,the analysis of policy tools is the analysis of policies.Therefore,the article selects the stability of policy tools and policy strength as the research perspective,and empirically studies the impact between technological innovation policies and high-tech industry performance.relationship.This article first collected 486 science and technology innovation policies at the central level from 2006 to 2019,quantified their survival time using the survival analysis method,and adopted the Kaplan-Meier method to perform descriptive statistics on the strength of the policy and the survival of the policy tools.The standard deviation of survival for different tool dimensions.Further build a production function model based on Cobb-Douglas function,and refer to the existing research results to assign scores to the strength of many policies.Then,using the panel data of the high-tech industry at the same time,taking the number of invention patent applications as the explanatory variables,the policy strength and the stability of the policy tools as the explanatory variables,and empirically analyzing the relationship between the variables.The results of the study show that: from the perspective of the number of policies and survival time,the number of science and technology innovation policies in my country increases with the decline of the power level of the promulgating agency,but the survival time decreases with the reduction of policy intensity.The proportion and survival time of the three policy tools are decreasing in order from supply,environment and demand.It is worth noting that,unlike the national level and the eastern and central regions,the performance of high-tech industries in the western region is positively promoted by the strength of the policy For the stability of policy instruments,the stability of supply and environmental instruments has a positive effect on the performance of high-tech industries,but the stability of demand-based instruments is just the opposite.The final article refers to the research conclusions that have been drawn to provide relevant inspiration for further improving the innovation performance of high-tech industries.At the end of the article,it explains the limitations of this study and the future research prospects for quantitative analysis of technological innovation policies.
