Since the reform and opening up, especially after the new millennium, China has become a big manufacturing country. In 2010, the secondary industry GDP was 18.7581 trillion yuan, an increase of more than 3 times compared to 2000. However, the industrial park planning area is too large, resulting in a lot of fertile land occupation, and the industrial land use is not intensiveand. The supply of industrial, mining and warehousing land area was 152,700 hectares, accounting for 35.67%of the total supply. Summarizing China’s urban development path, we can find that industrial development is an important driving force to promote the progress of urbanization, and the rapid expansion of industrial land has become an indisputable fact that causes the failure of urban growth management. Therefore, studying on the driving force and restraint mechanism of industrial land expansion, and exploring how to get out the plight of the urban growth management failure has important practical significance.Firstly, the paper combines the basic theory of regional industrial land expansion from the basic national conditions that China is the factory of the world, analyses the impact of the industrial development on China’s urban population, economic, social and land use. On this basis, the paper comes to a regional growth model, combined with the law of industrial development and urban growth. Under the regional economic development policy, land policy has an important influence on the expansion of the regional industrial land and farmland protection. This paper simulates the driving force and restraint mechanism of regional industrial land expansion by regulating the industry land price.The paper uses system dynamics to establish a model of regional industrial land expansion, divide which into five subsystems:population, economic, industrial land, farmland, and city, then applies a policy simulation in Lishui Zhejiang as an example. This model is proved to be reasonable in parameter and effective in main function through test of auxiliary subsystem soundness, parameter sensitivity and history data consistency. The study finds that system dynamics combined with the land policy and industrial development, and the simulation results show that under the different industrial land price policy scenarios, the industrial land area, farmland area, urban construction land area, and the urbanization rate has significant differences.Finally, based on the results of the scenario simulation of system dynamics, the paper makes reflection from the industrial land price formation mechanism, government action driven by land finance, and the farmland management system three aspects, proposing the reasons of the urban growth management failure at present, including central and local government land game behavior, the chaotic management of China’s land market system, the disadvantages of local government performance evaluation mode, the farmland program management system failure. Then, for the above research findings, the paper adjusts the current management policy, and makes appropriate recommendations for China’s urban growth management, including the per capita of urban construction land area control strategy, industrial land management strategy, industrial coordinated development strategy and land use planning control strategy.
