The express business started up in China since 80’s last century, during the rapid development in recent 30 years, the numbers of the express company in China are much more than before,especially the local express companis got the greater development in this industry,also the busicess scope were expanded greatly, the monopoly of China Post was broken by the booming up of the state-owned、private enterprise、foreign enterprise and the joint venture. During the development of the express industry in China, the conflict of small scale and lower qualification as well as low level service are emerged increasingly, meanwhile, the lack of the industrial policy and managerial ability also becoming the stumbling block of the development of express business.therefore, the Chinese express industry has to enhance its business integration and improve quality rapidly as well as industry standard, only in this way, they are able to improve the service level and technical ability which meet the need of the express business development in China。With the rapid development of the express business in China, the service scope is subdivided accordingly, inside the industry, the different strategies are choosed by the express companies according to the different marketing requirement and their own advantage.in this subdivision of marketing, COD business are becoming the better oppurtunities for most express companies,this also becoming the trend of the express industry in coming years.This paper took the Enterprise Strategy Management theory as the guide,combined with the situation of Pearl Oriental, conducted a deep analysis firstly to the logistics and express situation in China, also the SWOT method were adopted for the analysis.As the key point, the business strategy on COD model are described in detail, also the developing direction are pointed out clearly. In the end, combined with the requirement of the COD marketing, the paper discussed the marketing strategy and optimization of the COD business in China.During the study, in order to get a scientific, effictive prospective and applicable result,all studies and researches works combined the theory and practice correctly, also the quantative the qualitative analysis method were fully applied in the study, hope this paper could be present a scientific and reasonable business strategy and planning to strengthen the competetion power for the Pearl Oriental Logistics Company.
