In recent years, with tourists increasingly intense pursuit of the cultural notionand cultural taste of tourism products, tourism activities start to transit fromsightseeing tours to a knowledge holiday, and cultural tourism, having great potentialfor development, has become the new trend in the tourism consumer market and astrong tourism growth point. With the rapid development of the tourism economy,localities have stepped to the height of the development of tourism. Developmentideas of tourism resources has changed from the“shallow Product”to the“culturaltourism”,“deep tourism”; it means that in the specific development, we should avoididentity development and effectively integrate the unique local culture and marketdemand to create a new bright spot.Liaocheng is a city with deep cultural heritage andrich cultural resources. This paper aims to adapt the qualitative and quantitativeevaluation of this city,s cultural tourism resources, and combine with the developmentplan to propose the suitable layout and route for the city’s development of culturaltourism, which embody the characteristics of Liaocheng local tourism developmentand the value and significance to develop Watertown cultural and history.The main contents of the paper include the following aspects: (1) Introduction:the research background and significance, research status, thinking frameworks andresearch methods; (2) Conceptual and theoretical basis: firstly, to interpret culturaltourism and cultural tourism resources concept; secondly, to sum up the theory of thedevelopment of cultural tourism resources; and finally, to induce the power factor andthe development model of the development of cultural tourism resources; (3) TheLiaocheng cultural tourism resources development conditions: from four aspects, theregional transport, economic development, natural and geographical, the history andculture, to illustrate the overall regional overview of Liaocheng and summarize thecurrent tourist development condition of this city. Considering the tourism resourcesof the region as a whole, we develop a detailed classification, and propose, on the basis of resource category list, that the Liaocheng cultural tourism resources have thefollowing characteristics-the derivation of resources is affected by the Yellow Riverand canal; the resources are rich and diverse; the Watertown cultural and ecologicalcultural have independent unique point; the spatial distribution and combination ofresources have different advantages and disadvantages. This paper combinesqualitative and quantitative methods to evaluate the cultural tourism resources andadapt analytical hierarchy process to establish the weights of evaluation indexes forscore evaluation of important cultural tourism resources; (4) The overall developmentof cultural tourism resources: firstly, to describe the development principles andoverall objectives; then, to plan the overall space layout of the Liaocheng culturaltourism resources and briefly discuss the development and utilization direction ofeach part; finally, to descript the development highlights in details; (5) MarketDevelopment and Tourism portfolio: to analyze the market characteristics ofLiaocheng cultural tourism, and use driving coefficient time series to predict thesource size of the market in order to determine the marketing principles and prioritiesof the consumer source and design from two ways-within regions and among regions;(6) Development protection and tourism promotion strategies: to illustrate theimportance and measures of cultural tourism resources development protection, and topropose promotion strategies of Liaocheng cultural tourism industry on the basis of“diamond Model”; (7) Conclusion: to sum up the content inadequacies of this paper.The paper’s main innovation: (1) From diverse sides to classify the culturaltourism resources-including the history and culture, folk culture, religion culture,ecology culture, literature and film, exhibition and museum, industrial culture, urbanculture, and to develop Liaocheng resources classification list corresponding to thesesides. (2) Combining with the“Liaocheng 12th five cultural development plans”,wedivide the regional distribution structure suitable for this city’s cultural tourismdevelopment and respectively describe the development and utilization direction ofeach part.
