Analysis And Research On Social Security System For Landless Peasants

With the industrialization and urbanization, more and more peasants turn into the landless peasants. But, most of landless peasants are difficult in living, re-employment, attending old-age security and medical insurance. So many social security problems which result in the landless peasants are not satisfy with the current policy, directly affect the vital interests of the landless peasants and social stability. Its root is that peasants refused to accept that they not only lost their land, but also cannot share the achievement of industrialization and urbanization. The landless peasants has become an urgent problem in the process to solve the "Three Agriculture" issue and building the social security system for landless peasants also will become a new way to solve the "Three Agriculture" issues.This paper relies on research about the adjustment of land compensation standards by Department of Land and Resources of Zhejiang. Survey methods are mainly divided into two parts:fill in the implementation of the system by government; public satisfaction survey. So we get the information about the development of local economies, aftercare of land expropriation, land grant and the social security system for landless peasants. It also provides the basic data for the adjustment of land compensation standards. This paper uses the method of literature research, empirical analysis and comparative analysis. It will analyze the basic situation, policy essentials, insurance costs and protect the standard of Zhejiang social security system for landless peasants, the employment situation and employment training, establishment of risk reserve funds and the public satisfaction through research. By analyzing the actual situation and data, this paper will obtain the problems of Zhejiang social security system for landless peasants. At the end of this paper will propose a series recommendations for the current social security system for landless peasants to protect the rights of landless peasants and improve the social security system for landless peasants, for instance, paying attention to the problem of social security system for landless peasants from a political perspective by the local government, promoting social security system for landless legislation, strengthening the financial support and improving the mechanisms of financing, promoting the process of Urban-rural Integration for social security system, accelerating the improvement of social security system for landless peasants.
