So the searching of landless farmer’s social security has the theoretical and realistic sense. First of all, to establish the social security system of landless peasants is the special reflect of balancing urban and rural development. Secondly, establish the social security system of landless peasants can compensate for the shortage of social security system in urban and rural structure. Finally, to establish the social security system of landless peasants can reflect social fairness, maintain social harmony.The article takes the Zhejiang province Huzhou Economic and Technological Development Zone for example. Use the historical perspective of Institutionalism to analysis the historical evolution and influence factors of landless farmer social security system. Summarizing the problems of landless farmer social security system based on the questionnaire survey. Lastly use the institutional change model to improve the social security system of landless peasants. This article mainly uses the literature research method to sort out the Zhejiang province and Huzhou city’s social security system of landless peasants in recent years. Then use the empirical research method to collect a lot of valuable first-hand information and data. Finally, use quantitative analysis method such as the SPSS software to analysis data. Through the study, founding the factors which affect the Social Security System of landless peasants in Huzhou Economic and Technological Development Zone is the change of The ruling idea、the instructions of Superior government、the state of economic development the change of rights consciousness and draw lessons from other city. Through the questionnaire survey, founding the problems in land expropriation compensation system is the compensation standard is too low, the procedure is not reasonable; In the basic old-age insurance system, the main problem is the difficulty of raising funds is big, the safeguard level is generally low;On the employment security system, the main problem is the training lack of potency and pertinence; On the industrial injury insurance system, main problem is the income is too small, the ascertainment of a work-related injury complicated procedure; In the social assistance system, the main problem is the low level and low Overall planning.To improve the landless farmer’s social security, should insist the principle of legislation be first and perfect system; integrate of urban and rural areas and compatible with organic; Security be first and requisition be next; government leading and shared responsibilities. To improve the landless farmer’s social security, can use the institutional change model to perfect the old-age security, medical insurance, minimum living security, employment security, housing security system and the legal aid.
