The transfers of rural labor improve the human capital in rural areas, develop training farmers in modern high-quality and play a significant role for agricultural production.the transfers of rural labor for the development of the rural economy also produce some negative effects, such as land abandonment,the loss of young agriculture labor force and other a series of questions.but the advantages of current transfer of rural labor outweigh the disadvantages.Guizhou as a less developed provinces, in order to truly move toward the road of modernization.we must realize the modernization of rural areas to solve the problem of a large number of agricultural population standed in countyside rural labor transfer to non-marginal production from marginal low-productivity agriculture to high rate of transfer of other industries, the rational allocation of resources of the rural labor force, the liberation of the potential productivity of the hidden in the countryside. Guizhou is only province without the support of the plain mountain agricultural.the "Three Rurallssues" have their own particularity.
