The Path Of The Knowledge City Under The Perspective Of Transformation Of Resources City

Resource based cities are built by the discovering, mining and processing of natural resources and they will be decayed with the declining of natural resources. Now, there are 118 resource based cities in China and many of them are facing kinds of developing questions, such as difficulty in urban transformation, slow increasing in the urban economy. One or two of them are retrogression, the urban economy and the people’s livelihood is falling into difficult position. In order to say no to this situation that cities die with the disappear of the natural resources, resource based cities no matter what the phase they stay are struggling in urban transformation.Theories about the transformation of resource based cities are so many here such as Sustainable Development Theory, Circular Economy Theory, Ecological city theory and developing the replace industries.From the angle of knowledge city theory, this article want to summarizes related the theory of knowledge city and resources city and summarizes the research about the urban transformation in China. Combining the theory of knowledge city with the transformation of resource based cities and discussing the new path for the urban transformation. At the same time, summing up the current dilemma of our cities and challenges in transformation and providing the decision information for the city managers as well. Meanwhile, exploring new path for resource based cities in China from the knowledge city perspective and providing new thinking and countermeasures for city managers in promoting the urban transformation. I hope to rich the theory study about the urban transformation, on the other hand I hope to provide more information for transformation of resource based cities.Knowledge city theory emphasizes that rely on the production, dissemination, and application of the knowledge and information to promote economic development and social progress. It emphasizes upgrading the knowledge content in the city industry, urban culture and citizens, increasing the proportion of knowledge in the urban economy developing the third industry. According to the theory of knowledge city, this paper analyzes the facing difficult in the urban transformation of the resources cities. Such as lack of global vision, it cannot embedded the city into the global cycle system; vulgar investment and growth mode, the knowledge content is low; three industrial structure proportion is not reasonable, too much attention in one of resources industries; local fiscal revenue is low and the local economy is very weak; excessive exploitation of natural resources and ecological deterioration and so on.Under the knowledge city development theory, basing on the analysis of the difficulties in the process of transformation faced by resources city in China, learning the foreign resources cities which one successful application knowledge theory in urban transformation and discussion the path choice for China’s resources cities.We should make sure that the knowledge is the priority principle and draft thorough city transformation plan; second, deepening the city infrastructure integration, create urban rapid transition platform; Three is bigger and stronger knowledge industry, promote the urban comprehensive competitiveness; Four is building a high quality talent team to provide wit support for the urban transformation. The key to guide the transformation of the resource based cities with the knowledge city theory is playing the importance of knowledge and information in economic development, also is highlighting the role of knowledge in the city transformation. All strategic planning should aim to promote and enhance the proportion of the knowledge in the economy.The transformation of resources based cities is not only a industry transformation or upgrading and reconstruction, but for the whole city. In the meantime, it is a long process for city transformation of the resource based cities, foreign experience of urban transformation shows that urban transformation is a large system engineering and can not be done in short-term.
