Research On The Transformation And Development Of Resource-Exhausted Cities

Resource-based cities refer to the types of cities whose development depends heavily on natural resources and whose industrial structure is dominated by the resource industry chain.Along with the non-renewable nature of resources,a series of problems and contradictions,such as the decline of resource-based industries,ecological pollution,and social security,have emerged,which has become a major realistic problem affecting the sustainable development of the country's economy and society.The problems and contradictions that exist behind it.Only when the right measures are taken to improve policies and measures can we more scientifically and steadily promote the transformation and development of resource-exhausted cities.This article takes a typical mineral resource-exhausted city,Gejiu,Yunnan as an example.First,it defines the core concepts and theoretical basis for the analysis and application of the transformation and development of resource-exhausted cities.Secondly,taking the Gejiu city in Yunnan as an analysis object,the current situation of transformation and development of resource-exhausted cities is described.Using public policy theory,resource curse theory,and sustainable development theory,analyze the imperfect transition policies that restrict the transformation and development of the resource exhaustion in Gejiu City,a single industrial structure,a shortage of land resources in urban areas,a large gap in social security revenue and expenditure,and the deterioration of the ecological environment in mining areas In terms of problems,the study analyzes the reasons for the problems in the transformation and development of the resource exhaustion in Gejiu City.Finally,I tried to find transformation experience from three representative resource-exhausted cities in Ruhr,Germany,Lorraine,and Kyushu,Japan,and combined with the situation in Gejiu City,I proposed to increase policy support and change.The government's functions,optimization of industrial structure adjustment,improvement of people's livelihood,promotion of ecological governance,integration into the central city of southern Yunnan,and other six countermeasures and suggestions,striveto find a breakthrough for local governments in the process of resource exhaustion transition,and provide them with some transformation Development recommendations.The study found that the resource depletion transformation and development of Gejiu City is a complex and long system project.In the face of the practical difficulties in the transformation,local governments must coordinate and coordinate with all parties,change the stereotyped thinking of "non-mining must",and establish a green development economic system.Accelerate the elimination of extensive and backward production capacity and at the same time foster the growth of non-mining industries,through the smooth channels of government information disclosure,reshape the image of a service-oriented government,enhance the public's confidence and expectation of resource depletion and transformation,and actively strive for policy support,as much as possible for Transformation and development create a comprehensive policy support system.
