The Study On The Transition Of Resource-Based City From The Perspective Of Urban Renewal

As an important type of city in China, resource-based cities have played animportant role in the early days of economic development process. But allresource-based cities, after all, cannot be escaped from the fate of "resource curse",with continuous resources exploitation, today, these cities are generally facingphysical and functional structure recession problem. Urban renewal as an importantform of urban development and evolution has become a major issue of concern to allgovernments. Recently empirical research related to urban renewal has been veryextensive, but most research is about the study in architectural form, urbanredevelopment and the coordination of relevant interests. Studying the transition ofresource-based cities from the perspective of urban renewal, can richer theoreticalresults of urban renewal. This Paper focuses on urban renewal and transformation ofresource-based theory of urban development and practical experience, etc. will beapplied to urban renewal perspective transformation of resources cities under study.The paper reviews the urban transformation of Huaibei, using the fuzzycomprehensive evaluation method to build an appraisal model of urban renewalability, evaluate the urban transformation ability of Huaibei, find the limiting factor ofits’ redevelopment, so as to put forward the countermeasures and Suggestions forfuture development.Using research methods of the analysis of reading literatures, questionnaireinvestigation, expert interview and comprehensive analysis, focus on the followingissues in-depth study：Firstly, the paper defines the connotation of urban renewal：Areas for urbandecay, making reasonable renewal strategy, through the city’s comprehensiveadjustments to resolve the fundamental contradiction between urban decay, revitalize the urban economy, reshape the urban competitiveness and achieve sustainabledevelopment of cities.Secondly, compared and learned from the domestic and foreign resources cityurban renewal and transformation of various aspects related to the theory and its’development history, and analyzes the cases of urban renewal practices at home andabroad, to carry on the comparison and reference of many sides, then put forward thensome measures in the process of transformation of resource-based city, includingIndustrial structure adjustment, upgrade the existing industry chain, explore the newleading industry, and the construction of industrial parks for the city to revitalizedeclining areas, and gradually realized the sustainable development of urban decline.Thirdly, based on the theory of urban renewal and the analysis of the urbanrenewal practices, build an appraisal model of urban renewal ability, using the methodof Delphi method to obtain the index weight and the specific evaluation results.Review the historical urban development of Huaibei, and overview of the currentstatus of problems, from the perspective to urban renewal, evaluate the urban renewalabilities of Huaibei in three aspects, including economy, resource, and society, toguide the strategy and priorities about the urban renewal issue of Huaibei in the future,so as to promote the transformation of the city to become a sustainable developmentcity. Finally, combined with the results of the urban renewal index evaluation ofHuaibei, points out the issues that should be pay attention to and related suggestionsabout the process of transformation and renewal of it, through adjusting the currentindustrial structure, improving the ecological environment and giving full play to theadvantages of the location. Then summarize the deficiency of this paper and the futureoutlook about this research.
