Research On The Optimization Of Industrial Structure Of Liaoning Province Based On Industrial Clusters

In the process of modern economy development, economic growth keeps pace with structural transfer. How to realize a sustainable economic growth by means of industrial structure optimization has been a focus for governments at all levels. Industrial cluster development model is the key point of industrial economics research in the recent years and in the vigorous implementation of economic development around the world, in developed countries have a significant economic. As one of the old industrial base of the province of Liaoning, it has also put forward to promote industrial cluster as the future of important strategy to promote the development of the industry of Liaoning Province in 12th Five-Year Plan(2011-2015). With the implementation of the strategy to revitalizing of Northeast Old Industry Base, it is the main focus for Liaoning Province that how to catch the opportunity of industrial revitalization plan, and through industrial cluster model to promote industrial structure upgrading, so as to promote the development of Liaoning and the whole northeast old industrial zone. Therefore, the study of the subject is of important theoretical and practical significance.Firstly, starting from the theoretical analysis, this article defines the connotation of the regional industrial structure optimization, and stresses that regional industrial structure optimization goal is not just to reach the region itself optimal, but also to participate in the development of the country, to maximally promote the whole national economy efficient development. Because of the geographical space restrictions for regional economic, industrial development can’t be exhaustive, this paper must analyze the influence of industrial cluster on the industrial structure optimization according to the comparative advantage principle, then indicates that the promotion of industrial structure optimization using industrial cluster must recur to the gradient effects, network effects and radiation effects of industrial clusters.On this basis, the article puts emphasis on analyzing the choice of clustering industry and the level of the clustering quality, which are two most important parts of industrial cluster promoting the industrial structure optimization.In empirical research of Liaoning Province,on the basis of the overview of the industrial structure and development of industrial cluster in Liaoning, this article points out the direction of industrial structure optimization, and mainly analyzes the negative effects of the current industry cluster in Liaoning Province due to low development level of industrial structure. Thus from the two aspects of promoting the strategic industrial clustering and improving the quality of industrial clustering, the paper indicates the methods of realizing the industry structure optimization by industrial clustering in Liaoning Province. In the selection of strategic industries, according to the Liaoning region’s economic development history and economic characteristics, first selects the alternative industry as strategic industry, and then choses the strategic industries in Liaoning through combining the analytic hierarchy process model and expert advice. In promoting the industrial cluster of high quality development, emphasizes that the industrial cluster must to respect the laws of the market, but it also cannot ignore the important role of government in promoting high quality development of the industrial cluster.
