Optimization Study Of International Containers’ Inland Logistics System In The Western Taiwan Strait Economic Zone

The passing of the "A number of views on supporting Fujian Province to speed up the construction of the Western Taiwan Strait Economic Zone" made the construction of the Western Taiwan Strait Economic Zone to be the part of the national strategies. The Western Taiwan Strait Economic Zone is an important component of China’s coastal economic zone, on the south of the Yangtze River Delta and the north of the Pearl River Delta. In accordance with the requirements on the development of the Western Taiwan Strait Economic Zone and the three direct links of trade, mail, and air and shipping services across the Taiwan Straits, to guide and promote regional economic co-ordination development, the Western Taiwan Strait Economic Zone needs to build the modern transportation network and strengthens the construction of transport channels (mainly the construction of sea logistics system). In recent years, with the rapid development of international container multimodal transportation, people began to turn their attention to the international containers’inland transportation process. Therefore, it is important for the Western Taiwan Strait Economic Zone to make the vast inland cities of the Western Taiwan Strait Economic Zone to become the collecting and distributing center for all kinds of domestic and foreign elements through constructing the inland logistics channel as the starting point, building a large inland logistics platform as the basis, and continuing to lower the inland transport and logistics costs. Base on this background, the paper studies the international container inland logistics system of the Western Taiwan Strait Economic Zone.Firstly, the paper proposes the inland container transport mode and the inland container logistics system model of the Western Taiwan Strait Economic Zone to adapt to the development of the foreign trade on the basis of the current situation and the existing problems of the inland container logistics system. Secondly, the paper proposes the hardware facilities optimization programs of the inland container logistics system of the Western Taiwan Strait Economic Zone, including the three aspects of the inland ports layout optimization, the container freight stations layout optimization and the transportation corridor planning. Finally, at the point of view on the coordinated operation of the system, the paper puts forward the development measures, including promoting the development of sea and railway transport, the promotion of foreign trade investment environment, the integration of four aspects of custom special supervised areas, as well as logistics information technology and others.Studies have shown that the inland international containers logistics system of the Western Taiwan Strait Economic Zone will be more efficient under the effect of the layout of the dry ports and the container freight stations, the planning and construction of transport corridors, as well as government policies and coordination mechanisms.
