| Due to its special market structure, health insurance market has always been considered as adverse selection theoretical and empirical testing example. Today, the adverse selection from the insured party is still one of the main obstacles to hinder the healthy development of our medical insurance industry. In the social medical insurance field, adverse selection is conflicted with government’s "everyone has the equal opportunity to enjoy basic medical insurance", group of better physical health may refuse to join in medical insurance because of some reason, which has not only affected the fund balance of insurance system, resulting in the decline of participation rate and total fund, but also inhibit people’s insurance needs, increasing the cost of market transactions. If more attention do not be paid and can not solve this problem timely, the effectiveness of social medical insurance will be reduced and even the collapse.Firstly, this paper analyzed the features of the medical insurance market from four aspects, which were the relationship between supply and demand, information asymmetry, uncertainty of medical costs and incomplete contract attributes from other markets. And then elaborated reasons which can easily induce adverse selection as well as the impact of medical insurance caused by adverse selection. Secondly, took the background of new cooperative medical scheme in Shanting District, combined with the investigation and theoretical analysis of farmer’s participation behavior, we used factor analysis and binary logistic regression model to analysis the factors of farmer’s participation in the NCMS. Research showed that:the individual and family characteristics, farmer’s occupation and income, medical expenses in the last year, as well as willing or not are the significant factors affecting farmers Participation. Finally, based on the research, considering the actual situation of the Shanting District, we proposed some policy recommendations to alleviate the adverse selection. |
