To enable farmers to enjoy basic medical security and ease the phenomenon of ‘poverty due to illness, the anti-poverty due to illness’ in rural areas, the State Council of China made the important decision to establish the New Rural Cooperative Medical System(NCMS for short). The NCMS has been running for more than ten years since it has been carried out in rural areas in 2003. Under the impetus of the health care reform, local governments reformed and developed the NCMS according to local conditions.Shenze County runs the NCMS in 2007 and has now been running for 8 years. In the process of its development, the government carried out further reduction policy of Chinese medicine compensation according to its local characteristic of rich Chinese medicine resources in 2010. Studying its implementation details and satisfaction evaluation from farmers, we can understand the development of NCMS more clearly and discoverf the real situation of the policy implementation in Shenze County.Firstly, this paper expounds the development of NCMS, and introduces the related concepts. On this basis, this paper analyzes the characteristics of NCMS and illustrated the related theories, which provides theoretical support for the research of this paper.Secondly, through checking relevant datas, this paper explores the implementation of the NCMS in Shenze County from the macroscopic angle, mainly introducing the basic situation of NCMS in Shijiazhuang, the basic situation of Shenze through six operation condition aspects: participation, financing, compensation, management, supervision and service system.Thirdly, this paper analyzes the evaluation of satisfaction degree of farmers, selecting 17 indexes from five aspects to find the lower aspects of farmers’ satisfaction through descriptive statistics. Using binary Logistic regression to find the key influencing factors and its degree.Finally, in order to improve the farmers’ satisfaction and to promote the sustainable development of NCMS in Shenze, this paper puts forward some countermeasures and suggestions from four aspects including perfecting the NCMS, strengthening government’s responsibilities, perfecting designated medical institutions and raising the universality of use of Chinese medicine during treatment.
