Traditional operation and management remains in the way of experience in managementwhich is simple intermittent feedback regulation for the management of the object. The lackof scientific and institutionalized can not make an analysis of management performance suchas effectiveness and stability. This paper studies the development of foreign managementmode and contrasts to the U.S. and Japanese management. It also introduced the concept ofthe system in business management. Research shows that business operations management isa form of feedback regulation. This article explores the introduction of sampling discretecontrol theory in the management of business operations. By explicating of the theory andsolving the no quantitative in experience management, achieve the purpose of scientificmonitoring of business operations.It changes the manufacturing to be a "input - into value-added - output " system which isenter for material flow and output for comprehensive business income, including economicefficiency, productivity, sustainability and social benefits. It then analyzes key differentaspects of factors which affect the entering to value-added. Different divisions structure, agestructure, the structure of academic degrees, and titles artificial mix of skills of labor, basicconfiguration, processing capacity, degree of automation, and equipment upgrades inequipment and different corporate culture, environment and production sites of the internalenvironment will affect the productivity of manufacturing enterprises.The production is a continuous process, the business management is a discrete process,and in this sense, the manufacturing enterprises operating system is a sampling discretecontrol system. The controlled object of the operating system is the production process ofmanufacture; The middle-level manager recorded the process of continuous production; thesenior managers controlled the business operation. In order to effectively monitor businessoperation, based on the automatic control theory, establishing the controlled model ofmanufacturing operation management, using MATLAB to simulate the manufacturingcompany to run the actual situation of enterprise to obtain the optimal solution.The article applies the mature engineering methods to management, providing a newmethod and idea to evaluate enterprise management and monitor operation management.
