With China’s rapid economic growth and continually increased energy consumption,energy contraints obviously revealed, energy supply and demand contradiction have becomeincreasingly prominent. Steel enterprises have the characteristics of high energy consumptionand high material consumption, which under considerable pressure in energy-saving,pollution reduction and so on. Steel enterprises’energy-saving and emission reduction resultswill be related to the overall implementation of our energy strategy. Energy performancecontracting is a new market-oriented energy-saving mechanism, which allows energyconsumption enterprises to use future energy saving earnings for the current technology andequipment’s upgrade, so as to improve energy efficiency, reduce energy consumption andreduce operating costs,enhance the market competitiveness of enterprises. At present, the steelenterprise has made some achievements in energy-saving transformation, but because ofvarious barriers’exist, energy-saving effect is not optimistic. This paper introduced theadvanced energy-saving mechanism EPC to promote energy saving transformation process ofsteel enterprises, through the analysis of EPC and steel enterprises energy saving presentsituation, summarizes the EPC use obstacles, and puts forward correspondingcountermeasures, on this basis built EPC-based energy-saving operation mechanism model ofsteel enterprises.Firstly, describes the relevant contents of EPC mechanism, research on its develop status,main mode and operation process, so as to pave the blackboard for the future research ofEPC-based energy-saving operation mechanism of steel enterprises.Secondly, analyse the energy consumption and energy saving reconstruction of steelenterprise, on the basis of data analysis to identify the major lack of energy conservation,pointing out the huge energy saving potential, and summarized the integration of advancedenergy-saving technology, equipment and so on.Thirdly, according to the theory of supply and demand, from steel enterprise internalobstacles, EMCo external supply obstacles and policy obstacles three aspects to analyse thevarious application barriers of EPC in steel enterprise’s energy saving transformation.Finally, under the guidance of stakeholders theory, summed up all the above obstacles toput forward various countermeasures and suggestions, this paper built the energy savingtransformation operation mechanism model, which under government’s unified monitoringand suppot, take third party financing trade platform as the basis, make EMCo and steelenterprise as the two main project subjects, bank and other financial institutions as financialbodies, third-party professional evaluation agencies as technical support system, insurancecompanies as risk avoidance system, so as to realize the normal operation.
