Study On Implementation Path Of Energy Performance Contracting Based On The National Energy Strategy

Fundamentally, to slove high energy consumption and high pollution problem inindustry, it must raise energy performance contracting to national energy strategyand establish collaborative actuating mechanism. Namely from the national energystrategy, promote energy performance contracting stakeholder engagement andcommunication, seek for the implementation of energy performance contractingoptimization strategy path, and offer guidance to energy performance contractingpractice.To carry out the national energy strategy study on the path of the implementationof energy performance contracting, on one hand, based on the height of the nationalstrategy, it will explore the path of implementation of energy performance contractingand expand the research field of energy performance contracting; on the other hand,from the national energy strategy point of view, to some degree, for one thing, it willguide its stakeholders to cooperation on energy performance contracting,regard theimplementation path of energy performance contracting as the kernel, and involve itsstakeholders in whole responsibility system, for other thing, coordinate various needsand expectations of stakeholders and all kinds of factors affecting the equilibrium path,which is committed to optimize the implementation path and promote thedevelopment of energy performance contracting, and make a contribution to buildbeautiful China.Firstly, the thesis presents vertical carding and horizontal comparison on theevolution theory of energy performance contracting and national energy strategy, itseeks to give the further thinking and summary on the logical relationship among thedevelopment of the theory, so as to have a better idea of the methodology guidingresearch.Secondly, based on the study of literature, the thesis merges with the author’sown thinking and value system, using the method of normative research, elaboratesthe related research foundation which consists of the paraphrasing about theconnotations of the implementation path of energy performance contracting based onthe national energy strategy,and the major stakeholders in the implementation process,and energy performance contracting based on energy performance contracting, andthe mechanism which the national energy strategy exerts influence on theimplementation path of energy performance contracting. Again, based on the related research foundation, this research possesses andreanalyzes the informative material according to the questionnaire survey and relevantcommunication. Following the design ideas and principles of the index system, usingthe method of descriptive research, it designs the evaluation index system of theenergy performance based on national energy strategy, and implements the testing andevaluation for the system adopting the statistical analysis methods such as reliabilityanalysis and exploratory factor analysis. For the formal evaluation index system, theconcrete route of evaluation is designed, combined with the operation situation of thesample energy management company, the weight of the index is established by usingthe analytic hierarchy process, the overall evaluation of implementation situation ofenergy performance contracting based on the national energy performance isconducted by means of the fuzzy comprehensive evaluation method.Finally, under the guidance of the foundation of the normative research and theconclusion of the descriptive research, using the method of applied research, the thesisconstructs the improvement methods of the implementation path of energyperformance contracting based on the national energy performance from the threeaspects, which includes national supporting system, energy efficiency requirement,and cooperation between stakeholders, in hopes that it can enrich the frame of theresearch on the implementation path of energy performance contracting, and direct thepractice of energy performance contracting operation, the summary of the thesis andrelated research prospect are provided.
