The Historical Evolution Of The Reform Of Forestry Property Rights And The Consummation Countermeasure

China’s mountainous areas account for70%of the national land area, of which forest land area of about27%of the national land area. Since the founding of New China, China’s forestry property rights system has experienced several reforms to meet the requirements of the productive forces, to some extent promote the forestry industry and improve the living standards of farmers. However, due to historical, institutional mechanisms and other subjective and objective factors, for collective forestry property liability, business entities, the distribution of benefits and other core issues, there are still many shortcomings, not only affects the farmers plant initiative, but also our ecological resources resulting in more serious waste and destruction.Since2003, Fujian and Jiangxi provinces in the central leadership and support, took the lead in a forest tenure reform pilot work. In2008, the CPC Central Committee and State Council issued "on the comprehensive reform of collective forest right system to promote the view", marking the reform of collective forest right system fully implemented across the country open. This is carried out in China since reform and opening up of rural household land contract system, the relationship between agricultural production and another for significant adjustments and changes, to further liberate the productive forces in rural areas, promote agricultural production and rural incomes, is of great significance.Thus, China’s collective forest right system to explore the historical evolution, study China’s forest tenure reform and its lack, and to make corresponding countermeasures and suggestions of great research value. This paper studies the major innovations in content and include the following aspects:First, exploratory way the state’s reform of collective forest right system for the system is divided into stages, in chronological order, property rights vested in the main line, made a preliminary exploration, pioneering exploration and scientific exploration of three main stages, and in-depth analysis of each phase of the national collective forest tenure reform of the historical background, the main features of its historical value.Secondly, based on the theory of public policy tools to build a national reform of collective forest right system analysis framework. In this paper, the basic theory of public policy analysis tool for national reform of collective forest right system to conduct a study, in-depth analysis of the reform of collective forest right system generated by forestry efficiency and rural incomes, sustainable development and other positive changes, summary and study in China reform of collective forest right system biases and their causes.Above all, to focus on the improvement of China’s collective forest tenure reform policy proposals. From the policy-making level, policy implementation level, and adjust sound levels and other policies, the policies put forward a sound proposal to establish a comprehensive system of collective forest rights.
