Benefit Evaluation Of The Grain For Green Project Of The Northern Region

Land conversion projects is our country government to improve ecological environment and to realize the sustainable economic and social development and made a major step. National land conversion projects has been carried out ten years, the effectiveness of the project progress and sustainable, directly related to the government’s decision and the next step in the development of farmers returning farmland to demand.This paper studies based on the northeast and parts of north China (including Beijing, hebei province, Heilongjiang province, Liaoning province, jilin province, the following and called the north area), survey the regional coverage in13city,28counties,77village,432farmers. According to the field investigation and statistical data, combined with qualitative analysis with quantitative analysis, the method of combining the north of the ecological benefits and economic benefits and social benefits three parts of contents system evaluation research, and according to the farmers feedback project implementation process the existence of the problem, the follow-up to the development direction of policy proposes Suggestions.This paper mainly research results:(1) from the ecological benefit perspective, reforestation makes progress of green, air quality have been purified, soil and water loss get effective management, water conservation, gradually improve the ability, and the vegetation restoration and protection, can significantly improve the local climate conditions;(2) from the social benefit perspective, reforestation and farmers for labor employment have certain positive influence, the social security system and the energy structure also gradually perfect, optimize the industrial structure, to speed up the socialist new rural construction pace;(3) from the economic efficiency perspective, the development of county economy to a role in promoting, makes the life level greatly raised, also make the rural labor force has been further shift.In the poll, farmers also reflects some problems, such as:subsidies to farmers income after stop affected, and this can lead to rehabilitation phenomenon to appear; As policy expires, farmers on the attention of land conversion projects gradually decrease; In the northern region of water shortage has been more serious problem; In the grassland lack of management methods, cause trees in low survival rate of the stagnant; In addition, the ecological construction and the contradiction between the farmers’ income is also prominent.Put forward the following suggestions for problems:the state to be flexible and make allowances, perfect the compensation policy extend the subsidy fixed number of year; Most of the northern area faced the biggest difficulty is severe water shortages, the government should be looking to establish long-term water supply mechanism; Implement management responsibility, strengthen restoring forest land management; Vigorously develop following industry construction, improve the peasants’ income; Strengthen professional skill training, improve the overall quality of farmers; Implement measures, solve problems for local long-term livelihood.
