The Research On The Comprehensive Benefits Evaluation Of Land Conversion Program In Hunan Province

China's massive Sloping Land Conversion (to forests) Program (LCP) has a wide range influention. The current forestry economics management focuses on the development of the theory and applied research of LCP. The comprehensive benefits evaluation is one of the basic works of LCP, and its fundamental task is how to establish a set of criteria and indicators for assessing the holistic benefits of LCP, reveal its problems and identify its development direction in future. Therefore, the study on the comprehensive benefits evaluation of LCP has great theoretical and practical significance.This paper reviewed the researching progress of the comprehensive efficiency evaluation of LCP at home and abroad based on the economics, ecology, and Marxist labor theory of value as the theoretical basis, studied on the comprehensive efficiency evaluation of LCP in Hunan Province, then wants to benefit for the development of forestry in China. As follows:(1) Set up the index system of LCP comprehensive efficiency evaluation in Hunan Province. Taking the existing researching results about LCP at home and abroad as reference, A frame and analysis of Land Conversion Program benefits evaluating index system in Hunan Province was established by using the meetings and Delphi in the paper.(2) A comprehensive benefit evaluation of LCP in Hunan Province. The evaluation includes the LCP benefit assessment (eco-efficiency evaluation, social benefits evaluation and economic benefits evaluation), the LCP comprehensive efficiency rating in Hunan Province (omprehensive benefit=expert evaluation), and the LCP performance evaluation in Hunan Province.It drew a conclusion that the ecological and social benefits of LCP in Hunan Province are far greater than its economic benefits, and it got much more benefit compared with its large investment.(3) Doing research on the follow-up policies to LCP in Hunan Province. By analyzing the follow-up development environment and major problems of LCP in Hunan Province, this paper did research on the follow-up policies and carried on some measures to perfect the follow-up policies of LCP in Hunan Province. As a result, it promoted the consolidation of the LCP achievements; give the research direction in the future.
