The grain production is the most important problem to perplex the national economy and the people’s livelihood for a long time, but the unified and generally applicable theoretical system and technical scheme, which are on the evaluation of the grain production capacity of cultivated land, are not formed. Now the important task is to increase50billion kg in the period of Twelfth Five-year Program, the scientific evaluation and accurate prediction for the grain production capacity of cultivated land can provide the latest and most scientific basic data of the farmland resource research, establish a firm foundation for making the definite working scheme. So there is important significance to account the grain production capacity both in theory and practice.As one of the main grain producing areas, the important task of Henan province is to increase15billion kg in the period of Twelfth Five-year Program. Now there are several problems for the mechanism method which is always used, such as the scale confusion and the using interchangeably between the stable factors and the unstable factors. the farmland of meadow soil district in north Henan is investigated in this study, the evaluation of the cultivated land fertility from the perspectives of soil properties is emphasized, and the potential grain productivity is calculated separately based on the grade of the soil texture configuration and the grade of the cultivated land fertility, the method is following:to sort the average production of each grade farmland with a descending order, choose the average of the top5%of the yield measurement data as the biggest grain production capacity which can be achieved, and choose the average of all the yield measurement data of every grade farmland as the actual grain production capacity. The difference of the two values is the increasing capacity per unit, the product of the increasing capacity per unit and the area of each grade is the total increasing capacity of each grade. Finally the potential grain productivity of the whole meadow soil district in north Henan can be calculated through the addition the increasing capacity of each grade.The first method of calculating the potential grain productivity is based on the grade of the cultivated land fertility of the farmland. Choose the main influence factors for the potential grain productivity of the farmland in the study area, such as texture configuration, the texture in the topsoil and the irrigation guarantee rate, use the analytic hierarchy process to calculate the weight, the values are0.4897,0.1912and0.3191separately. Use the normalized membership function as the influence of each evaluation factors for the cultivated land fertility, then achieve the comprehen-sive index of the cultivated land fertility thorough weighted sum, the evaluation result is divided into5grades according to the cumulative frequency inflection point of the curve, which is that the first grade farmland is409534.92hectares, the percentage of area is32.82%, the second grade farmland is292827.69hectares, the percentage of area is23.46%, the third grade farmland is384523.83hectares, the percentage of area is30.81%, the fourth and fifth grade farmland is134858.47and26228.30hectares separately, the corresponding percentage of area is10.81%and2.10%separately. According to the grade of the cultivated land fertility, the total potential of the grain increasing is3.25billion kg and the average potential is2604kg per hectare.The second method of calculating the potential grain productivity is based on the grade of the soil texture configuration. First judgment standard of the soil texture configuration of42typical profiles is described in detail, and then8grades is determined based on the production performance of the soil texture configuration of the42profiles. According to the method above, the total grain production capacity is3.27billion kg, and the average potential grain productivity is2619per hectare.
