Being the best part of earth and the key element of agricultural industry, the arable land its productivity has always being a direct influence on food safety and the sustainability of agriculture. In order to lay a foundation of high-quality agriculture, the fluctuation behavior of the factors that affect soil productivity must be deliberated on. In a word, it is very important to evaluate the productivity of the soil.Based on the study and data of Yunnan, Maguan, ArcGIS, Excel, SPSS and other computer software has been applied during the process of the establishment of the basic information database of arable land. Soil map, land-use map and administrative map(to the village level) has being spatial overlayed to form a soil productivity evaluation unit. Then 16 participating factors including soil management, site conditions, etc. have been selected to establish the model&system of soil productivity in Yunnan, Maguan. Each participating factor’s subordinate function being selected by the Delphi method and IPI being figured out by Hierarchy Process and fuzzy mathematics, the overall evaluation of the soil productivity at last has been figured out. The conclusions are:1. It is a more efficient method using GIS than the using traditional method to achieve a scientific and comprehensive evaluation of the soil productivity due to its data processing function.2. Subjective factors can be reduced to a certain degree by applying level analysis and fuzzy mathematics. Thus the objectivity and scientificity of the conclusion of soil productivity assessment can be guaranteed.3. Based on Delphi method, the participating factors that highly related to agriculture that fluctuates with region and does not change during time has been selected to build a soil productivity evaluation index system. In the process aforesaid, a soil productivity studying and evaluation method of Maguan has been initially established. The establishment of the soil productivity studying and evaluation method has a guiding significance on the soil productivity studying and evaluation in other mountain districts in China.4. It is practicable to combine 3S technology and traditional soil productivity evaluation method to evaluate regional soil productivity. The results of this study are: figure of soil productivity survey sample distribution of Maguan, figure of soil productivity level of Maguan, Soil nutrient figure(P, K, Zn, B, organic matter), soil PH figure, cultivates figure, topographic map, Irrigation zoning map, drainage level figure, cultivated land resource information database, soil productivity evaluation database. The results have a certain practical value and realistic significance on developing modern agriculture science and technology.5. The components of soil nutrient can be mastered by evaluating the soil productivity according to the soil samples acquired from the sampling sites. The proportion of production materials can be modified according to the given components of soil nutrient. The result of soil productivity evaluation has a guiding significance on the agricultural production in Maguan.6. There are 9 levels of soil productivity in the 50720.00 hectares of arable land in Maguan, according to the soil productivity index, which are:45028.02 hectares of 1st level cultivated land (8.93%),3671.01 hectares of 2nd level cultivated land(7.24%),4320.05 hectares of 3rd level cultivated land(8.52%),5994.86 hectares of 4th level cultivated land(11.82%),9026.28 hectares of 5th level cultivated land(17.80%),11136.29 hectares of 6th cultivated land(21.96%),6349.84 hectares of 7th level cultivated land(12.52%), 3858.02 hectares of 8th level cultivated land(7.61%) and 1835.64 hectares of 9th level cultivated land(3.62%). The cultivated land in Maguan are mainly divided into 4th 5th 6th 7th levels (64.10%), the other levels are relatively lesser.
