Discussion Of Performance Evaluation Of The National Geological Work

The geological work is defined as a research and survey work of geologic object, using with geological science theory and various technical methods. The purpose of the geological work are surveying geological conditions and proving mineral resources effectually. In modern society, geological work is very important for nature recognition, nature reconstruction and satisfaction of human production and living. The national geological work is funded by the central government to deploy and implement the various types of geological work,and demand from the national perspective of economic and social development. It includes the basic, public geological survey, exploration of strategic mineral and other various special geological work. The effectiveness of national geological work is hard to be quantified, and its contribution is difficult to understand by society. With the deepening of financial reform in China, the government investment projects require more rigorous performance evaluation. We should use performance evaluation to test the performance effects of the implementation of the budget, and then the performance appraisal system could be closely connecting the budget system.The modern performance examination has developed in the last forty years in Europe and American countries, and has accumulated many results. In practical work "efficiency first" has been replace to "quality first", quality and benefit of public service is the key work of evaluation. Many countries have already made the performance evaluation of geological work as one of the important work of the government, and formed many worth reference idea and methods of performance evaluation. After the transformation of economic system in our country, the performance evaluation of the national geological work has gradually improved. But some actual problems must cause our attention, for example: the fairness of evaluation can not to be ensured, the model of evaluation is too inflexible and so forth.We collected relevant national policies and regulations, with amounts of data of domestic and foreign government performance evaluation and research results of experimental performance evaluation and so forth. This research are concerns with serving the evaluation of the national geological work, studying all aspects of performance evaluation of the national geological work, and analyzing economic attributes of the national geological work. According to the classification of the service of national geological work,and classification of evaluation method, we established a performance evaluation system of national geological work for Chinese economy. This performance evaluation system is including 3 primary indicators and 13 secondary indicators. And then through the basic geological survey work projects to test the feasibility of the performance evaluation system, analyze part of the specific cases. It concludes that the indirect economic benefits and public benefits of national geological work are the fundamental of production and development of the national geological work, its influence and role are larger and deeper than the direct economic benefits.
