Research On Protection And Development Of Agricultural Land Resource During The Process Of Urbanization

Urbanization is the common law of economic development of every countries, and it is also a natural phenomenon accompanied by industrialization. Since the founding of China, with the advance of industrialization of the country, the level of urbanization has increased. We need a lot of land for construction during the development process of urbanization and industrialization, at this stage, the main source of land for construction is the conversion of agricultural land. Agricultural acreage of China decreased from19.45million mu in1998to18.26million mu in2010, in addition, the quality of arable land is poor, the proportion of low-yield farmland has more than2/3, it is difficult to ensure the18million mu of arable land red line quite. Relatively speaking. China is a country of having more people and less land, therefore, how to protect the land during the process of urbanization and achieve the sustainable development agricultural land having become the focus of the study.This paper is divided into five parts.The first part is the first chapter, at first this part introduce the topics based on the research background; and then summarize the relevant literature and theory finally introduces the framework and methods of this paper, and also give the description of the innovation.The second part is the second chapter. In this chapter this paper mainly describes the experience of the United States, Japan and Western Europe during the process of urbanization. And then get some inspirations.The third part consists of Chapter Ⅲ. At first this part analyze、current situation and problems. The main problem is the lag of the land market. That is to say when the other resources is allocated by marketing the land which allocate its resources by planning tools is less able to get good protection and development.The four parts is the fourth chapter, it is also the keynote of this paper. This part divide the land into agricultural purposes and non-agricultural uses according to its use, and analyze the loss rate in the market economy system in different areas during the agricultural land conversed into non-agricultural land. From the draw, we can conclude that with the improvement of the market economy system the loss rate is gradually decreased, and a sound market economy system can better utilization and protection the agricultural land.Part five is the fifth chapter and sixth chapter. Based on the previous research, this paper gives the policies and measures, and then discusses the main research conclusions and the outlook for future research.
