Rural Urbanization is an inevitable trend of social development, but also a major strategy for China's modernization is the fundamental way to solve one of the three rural issues.In the process of urbanization, due to construction of infrastructure, residential housing and other non-agricultural land increased demand, leading to the gradual increase in the size of land will inevitably result in a large number of farmers and land separated from the number of landless peasants was rapid growth trend. Land is the lifeblood of farmers, once acquisition will allow them to lose their survival conditions. In essence, said the emergence of landless peasants belonging to normal. However, in the land acquisition procedures and standards as well as treatment of landless peasants in the way, our country lacks the necessary institutional safeguards and measures led to the rights of landless peasants suffer. On the one hand, this part of the peasant farmers who are neither in the traditional sense, but also the non-real people become separated from the city of special social groups. Peasant farmers lost their land did not bring the identity of the successful replacement and improvement in living conditions, landless peasants labor re-employment, social security and other issues have not been properly addressed. On the other hand, land acquisition process, due to China's land system, the definition of land property rights are unclear, the farmers can not rely on their own decisions whether or not land has been expropriated, it can not be like the government and land development company involved in the same enjoyment of the land value brought about by the distribution of benefits. In reality, development, only to reform the existing land requisition system, establish a sound social security system of landless peasants in order to properly resolve the problem of landless peasants. In this paper, the interests of selected parties this perspective to bear losses as a result of the entry point to explore the issue, using the Marxist theory of land ownership, land property rights in China discusses the attribution of collective land ownership in China are analyzed there is no clarity of the main issues. Pointed out that the lack of clarity in land property rights and interests of restricting the farmers to maintain the important reasons is the lack of farmer participation led to the interests of farmers unable to compete for the direct cause of lack of income distribution led to the interests of farmers the right to damage the root causes. Recommend that the Governments should revise the law related to land ownership in order to protect the rights of landless peasants to provide the legal basis. And suggested that publicity for rural land requisition land requisition system and the establishment of a mechanism to express the interests of landless peasants. Enhance the transparency of the process of land acquisition, giving farmers the right to participate fully and to supervise in order to respect the will of peasants to ensure the farmers. Governments a reasonable guide the landless peasants re-employment, so that the farmers leave the land into a scientific and rational city, not only in line with the Government's interests, but also the aspirations and demands of the majority of the farmers. Landless peasants to solve the problem and also requires us to pay more attention to rural areas, be kind to farmers, to build a harmonious and tranquil rural society.
