Since reforming and opening up, the non-public ownership economy develops quickly in our country and became the important strength of the national economy development already. At the same time, the income distribution problem is one of the important issues to economic development in China presently, so the research of income allocation problem to non-public ownership economy has increasingly become a major issue that we facing today.Production and distribution is two essential problems of human society and closely related to the other. We cannot discuss the production leaving distribution, and cannot discuss the production leaving distribution. Distribution influences the economy development and also has an important influence on social development. To aid a theoretical foundation for this study, this paper uses the concept analysis to define the relevant concepts of the non-public economy, and detailed analysis income distribution of the non-public ownership economy. And then use the method of qualitative analysis and quantitative analysis to discuss both positive and negative effects of non-public economic to China’s economic and social development. Then analyze the underlying causes of the negative effects and finally proposed some policies and measures to reduce the negative effects and to overcome the negative effects.The study on the basis of defining the concept of non-public economy found that the income distribution of non-public economy has both positive and negative effects on China’s economic and social development. Both improving people’s living standard from the overall, but also aggravating polarization generated, pulling big the income gap of thing ministry area. The reasons of the effects that causes are:the first, the change of production ownership; the second, the distribution method according to the factors of production and the reform of property right system; the third, the nature of capital and labor relations of employment; the fourth, the inadequate of tax policy; the fifth; the imbalance between supply and demand on labor market; the sixth, the one-sided pursuit of economic growth of local governments; the seventh, the instability of the labor relations; the eighth, the social security system is imperfect and so on.Against the negative effects to income distribution of the non-public economy, we should be to improve the following aspects:the first is reasonable to expand the proportion of the public economy; the second is to reduce the tax burden of the non-public enterprises; the third; weak the extent of the labor surplus; the fourth, improve the collective wage consultation system; the fifth; improve the welfare of workers in non-public enterprises; the sixth, do a good job to non-public enterprise employees’social security; the seventh, improve the Three Party collective negotiation mechanism of labor relations in non-public owned enterprises; improving government’s management and Appraisal mechanism and so on.The characteristic of this paper is the analysis of both positive and negative effects of non-public economy to China’s economic and social development from the perspective of income distribution. On the basis of analyzing their causes of negative effects, this paper put forward some policy proposals to reduce the negative effects or to overcome the negative effects. This stage has important practical significance to promote the development of non-public economy and the construction of harmonious labor relations and increasing the labor income in the segment.
