In resent years,with the speeding up of the democratization degree,all the practice of urban management at home and abroad for public participation in consciousness gradually enhance,participate in the scope,the strength and depth in different degree of increase.Public participation is that:let ordinary citizens through a certain way,directly or indirectly to affect the government’s decision or and government involved in activities of political behavior.Through the more fully absorb and take into account public opinion,advice and interest demand,make the decision more scientific and legal and democratization.And the final purpose of urban management is to let people to have a good working and living environment.We can say,the city government is a government behavior,and is also a kind of public behavior,encourage and support the public participation in urban management actively,be helpful for the government and intelligence department and the dialogue and communication between citizens,also help to improve public administration to public requirenment of the sensitivity and responsive,and improve the urban governance and public administrative efficiency and quality.If the public don’t initiatively to participate in the management of city government behavior,public policy will not lead to more scientific and the democratic level is not high,which would affect the public in public management.And the public will accept the state or the government’s decision,so that,managers cannot be really understand that public opinion and do power for the people. The public has become increasingly urban management groups what can not be neglected.In the ruban management of our Contry,the public participation still have many questions. Through the analysis of the background significance,domestic and foreign literature review\public participation in urban governance theory\public participation in the anlysis of the current situation of Zhengzhou city in Henan\on foreign typical cities of public participation in practice are analyzed and sum up the reference for the experience and enlightenment\finally,summarizes the domestic and foreign public participation in urban management on the basis of practice,in view of the problems found,and put forward my own thingkings.
