With the growing of output and demand of chemicals, the boom of construction of the industrial zone is rising in China. Especially accompanied by China’s rapid economic development and economic globalization, this trend is more pronounced. Chemical Industry Park is the product of the modern chemical industry to adapt to the resources or raw materials conversion, to adapt to large-scale, intensive, optimization, and internationalization of the business and maximize the benefits of the development trend. The layout of chemical logistics facilities that will directly affect the level of operational efficiency is an important work in the construction process in the chemical area. However, the construction of Chemical Industry Zone in China lack of logistics facilities layout planning and with unreasonable logistics facilities layout, seriously affect the effectiveness of the whole park.The paper was to optimize the layout of the chemical logistics facilities and learnt from practical experience and theoretical studies of the layout of domestic and foreign facilities. First, on the basis of theoretical knowledge of the chemical logistics facilities, the paper stated the definition and classification of chemical logistics facilities, and presented the principles, contents and procedures of chemical logistics facilities in the layout planning. Then the paper analyzed the problems of chemical logistics facilities in layout with dual goals. And the logistics demand analysis was figured out by means of OD Survey, G (1,1) and Fratar, and was quantified on the basis of analysis of no-logistics strength of logistics facilities. Based on the dual goals of chemical logistics facilities in the layout, the paper proposed the optimization model of facilities layout and solved the model with genetic algorithm. Finally, the optimization model was applied to the layout of the logistics facilities of Yilasu Chemical Industry Park, and was simulated using matlab to work out the optimization scheme of the logistics facilities layout of Yilasu Chemical Industry Park.
