China’s car rental industry was born inthelate1980s. Ithas entered astage of rapid development after20years of exploration and practice. According to the development experience at home and abroad, realizing network is an inevitable trend of car rental industry. Planning on car rental network and location is a fundamental problem in the development of car rental network. This paper is concerned above all else with car rental network and location planning. It helps to clarify the characteristics and basic law of our car rental network development, as well as the main approaches to construct it. The study would make significant contribution to promote the healthy development of China’s car rental industry.Firstly, by analyzing the expanding ways of car rental network, characteristics of the development of China’s car rental industry and its network, as well as main car rental users and services, the influence factors of car rental demand and the main demand points in a city are summarized.Secondly, this paper proposes an optimization decision method of the car rental network planning by evaluating the possible alternatives in a same scale. The assessment index of car rental network planning is constructed. Then the analytic hierarchy process (AHP) and grey correlation analysis system are utilized to select the best scheme. A case study on Beijing, shanghai and Guangzhou is put forward, the practical application shows the feasibility and maneuverability of the approach.Finally, by using the two-dimensional space analytical method, the paper constructs a car rental location siting model which can make a balance between supply and demand. Then, the model is applied in the city of Beijing, and the application results show that the model is practicable.
