This thesis is based on the research of issue "Network Management of Warehousing Resources of State material reserves"First, the thesis compiled the relevant research and logistics network theory, and applied the ideas and methods of systems analysis framework of logistics system and organization network operations simulation into the research of this thesis.Second, this thesis analyzed the motivation of logistics networking. From State Reserves Bureau’s own perspective to analyze, since its warehouses are left unused and its logistics services are simple, it can’t satisfy the need of its clients. What’s more its warehouses are so dispersive that they don’t share their logistics resource or business. From the macro perspective, the promotion of Policies and Logistics service model innovation both promote the networking of logistics system. So that, the State Reserves Bureau should Response to market demand and build its logistics network.The main part of the thesis contains two parts:First, the State Reserve logistics network planning; second, logistics network operation simulation.In the first part, this thesis has combined the general development history and the situation of State Reserve status, applied the logistics network system analysis framework into the planning of State Reserve logistics network, which includes the layout of the logistics infrastructure network, the main operating mechanism of the logistics organization and the basic function and structure of information networks.The second part simulates the operation effect of three stages of logistics network. These three stages are as follows: resources are completely unshared, resources are partly shared, and nationwide resource sharing. By simulating the demand for logistics, compared the different effects of the various stages. The Contrast indicators include: demand satisfaction rate, the total cost, resources utilization and service levels. The simulation results show that the network is superior to decentralized management to a certain extent, and while developing the network the extension and expansion of business should also be considered; those businesses like warehousing is not suitable for a wide range of resource sharing.This thesis has drawn two main conclusions:first, the logistics network should include not only the infrastructure networks and information networks, but also the logistics network of organizations, that is, the operating mechanism; second the construction of the logistics network is a gradual process, in the process of the network should also pay attention to the extension and expansion of the logistics business.
