Poverty is an international phenomenon, to fight and eliminate poverty is a major task facing the world today. With the30years of the policy of reform and opening up, China’s of helping the poor made great achievements. However, there are still a lot of poor people in our country now. The mountainous national minority areas are the most extensive and deepest poor areas in our country. Xiangxi Tujia-Miao Autonomous Prefecture is a classic, whose poverty need to be solved urgently.This area’s poverty has a lot in common with other areas, but it also has its particularity. This thesis using the theory of domestic and alien scholars combines with my living practice in this area and social research which got the first-hand information; analysis the reason of poverty and treatment measures of Xiangxi Tujia-Miao Autonomous Prefecture. The first chapter is introduction which introduce the background of the subject and the research significance at first, then make systemic study on the related research achievements at home and abroad. Chapter II introduces overseas and domestic scholars’ definition of poverty and the definition of the poverty line in China, which pave the way for next research. Chapter III first shows the poverty actuality of Xiangxi area by data analysis, then summarizes the four main characteristics of poverty of Xiangxi area. Combing with my living practice in this area and social research which got the first-hand information, chapter IV makes a concrete analysis of the causation of Xiangxi’s poverty and summarizes the main factors of poverty. Chapter V gives countermeasures to poor governance by combining with the above analysis. Chapter VI makes a brief summary to this paper and points out the insufficiency.
