There are broad market prospects for Semi-submersible drilling rig (SSDR), which is areliable performance, adapted to a wide range of marine oil and gas exploration andequipment development. As a pioneer, X company has a lot of project managementexperience in SSDR. However, we found that there were still some management problemswhen we analyzed the current situation of the SSDR project in X company. Based on these,we designed a set of optimization scheme to improve SSDR project management.By the study of SSDR project management we found that there were certain problemsin the key management activities such as time, cost and quality management. By weightanalysis comparison we found that the problem of current SSDR project behind-schedule ismainly caused by the following factors: project drawing delivery delay, and too manymodifications of the project drawing, material equipment delivery delay or insufficiency,inexperienced personnel and staff loss, insufficiency of the effectiveness and assessment ofthe production plan. Through the study of SSDR project cost structure, we found that SSDRproject cost control is the key factor to improve the material and equipment cost control inthe seller’s market. The quality management problem of SSDR project which customersprimarily concern should be solved by raising the quality consciousness of constructionpersonnel, strengthening the quality requirements and establishing a perfect qualitymanagement system with a systematic method.Based on the study of the factors affecting the project schedule, cost and qualityproblems, we put forward the optimization scheme to improve SSDR project management inthe third chapter. The optimization scheme refers to some advanced management theoriessuch as project management, fine management, modularization design and production aswell as quota management. The optimization scheme includes application of finemanagement and modularization design and production concepts in drawings design,manufacturing and materials purchasing to improve the working efficiency and speed up theproject. The optimization scheme suggests that we must establish strategic cooperativepartnership with suppliers and professional procurement team to shorten purchase cycle andreduce purchase price, so as to improve the project cost control. The optimization scheme also introduces the quota management to promote the project management and consumptionof materials management by formulating accurate quota of time and material consumption.In addition, the optimization scheme introduces3D design software to improve designefficiency and reduce drawing modification. For the design and construction personnel lossproblem, the optimization scheme suggests to develop market-oriented wage, welfareprograms, increase quitting cost and develop team incentive measures.By comparative analysis method, we interpreted that the optimization scheme washighly targeted to SSDR project management from the aspect of project schedule, cost andquality control which was based on the advanced management theory and technology in thefourth chapter. In addition, the paper indicated that the problems at the early stage of SSDRproject management process can be effectively solved by implementing this optimizationscheme. Finally, the paper introduced the safeguard measures of optimization scheme, therevision, updating and standardization of project management document, qualitymanagement system manual and other documents of the company, etc.
