This dissertation studies the Sino-Japanese agricultural Products trade friction. There are three main reasons for choosing this issue:first, with the developing of world economic globalization and integration, the variety and quantity of agricultural trade has significantly increased. Secondly, according to the special status of the agricultural products in each country’s economic, it has a relationship with the country’s political stability and national security. Under the framework of regional cooperation, free trade is facing the biggest challenge is in agriculture and agricultural trade issues. There are a large number of scholars have focus on how to deal with agricultural trade friction, and it has became a hot issue of free trade. Thirdly, Sino-Japanese agricultural products trade has been rapid development in recent years, the reason is two countries’domestic economic structure, geographical comparative advantage, market demand, and technological factors. With the rapid development of Sino-Japanese trade in agricultural products, agricultural trade friction between the two countries intensified. With the rapid development of Sino-Japanese agricultural products trade, the level of agricultural trade friction is increase between two countries. In a certain extent, it affects the normal development of bilateral economic and bilateral trade and international relations between the two countries. Therefore, it has an important significance for the two countries’domestic economy and the normal development of bilateral trade that the study on Sino-Japanese agricultural trade friction.The studv is structured as follows:Chapter1introduces the background of the theme, research background and some findings of previous scholars on this issue. Most previous scholars study focus on this problem is to find out the reason of the Sino-Japanese agricultural products trade friction and give some the countermeasures for the friction problem. The reason of this problem can be summed up similarly, most Schaller are suggest that the reasons are the different of the stages of domestic economic, different industrial structure and the special nature of agricultural products. The corresponding focus on how China do to solve Sino-Japanese agricultural products trade friction, and Japan should improve their trade policies to reduce agricultural trade friction, but these corresponding lack of A certain degree of coherence and integrity. That is the direction and innovation of this paper.Chapter2focus on analysis the current situation of Sino-Japanese agricultural trade friction in order to clear what issue will be research in this paper and the research contents. China and Japanese are all in East Asian countries, it is good for these two countries develop their agricultural trade. However, the economic stage of these two countries is obviously different, China is the largest developing country, and Japan is a developed country. According to the different stage of these two countries, they have their own respective comparative advantages. But the trade between China and Japanese developed not smoothly, especially in agricultural trade. There are many reasons, such as political factors, historical factors, cultural and economic factors. There are serious differences in the field of trade in agricultural products. In this chapter, the data is cited to show that the rate of development of the Sino-Japanese agricultural products trade. Its data from the UN the Comtrade Database trade data. According to the result of data analysis, the development of Sino-Japanese agricultural products trade is quite fast, especially, the number of goods that China export to Japanese, only in1998and2008, the amount of trade is declined. Japan mainly used agricultural protection measures to control the import of agricultural products of China. Such as technical standards and regulations, complex import procedures and stringent inspection standards and high standards of health. Japanese’s agricultural policy have a wide range and a serious relationship with political.Chapter3analyzes the reasons for the Sino-Japanese agricultural trade friction. It mainly due to three points:First, the world situation changes deepen the Sino-Japanese agricultural trade friction. Second, the Japanese side factors. There is a certain influence on the Sino-Japanese agricultural trade friction that Japan’s domestic economic situation and its industrial structure. Based on Japan’s economic structure, for the stability of the domestic market and the political need, Japan promulgated many of the agricultural protection policies. In these policies, there are many agricultural trade policies against China. Third, China’s agricultural products have a poor quality, compare with other countries, and the agro-processing and packaging of products is too simple.Chapter4talked about the impact of the Sino-Japanese agricultural trade friction for China, Trade friction is not conducive to economic growth in developing countries and to enhance its comprehensive strength, in addition, it hinder development of Sino-Japanese agricultural products trade. The effect is not just in the trade, it also affect the domestic economic. The production of agricultural in China is influenced by Japan’s market demand, it also distorts the rational allocation of recourses, in addition, hindered the reform of industrial structure upgrading. However, there are also some benefices for China:firstly, Sino-Japanese agricultural trade friction can help China export enterprises improve the overall technology of the agricultural industry. Secondly, Reflect on the issue of the export process can improve the development of China export enterprises, and increase their comparative advantage.Chapter5put forward the proposal to reduce and mitigate the friction of the Sino-Japanese trade in agricultural products. This paper pointed out that cooperation is the best way in dealing with agricultural trade frictions. Some recommendation will show as follow:firstly, Chinese and Japanese government should pay more attention on the agricultural trade friction and effort to communicate. Secondly, the effect of guild and chamber of commerce should be improved in this issue. China’s agricultural enterprises should increase the input of technology investment, improve product quality, increase the types of export of agricultural products and develop new markets.Chapter5of this paper is summarized, and suggests that is not a simple thing that China and Japan make cooperation on agricultural trade friction, it can not inseparable two countries effort. Farmers, agricultural enterprises, guilds, government should play an active role on the issue that cooperation instead friction, in order to achieve a win-win objective.
