In recent years, along with the further development of economic globalization andeconomic integration, global economic development trend of a huge change occurs, theglobal production, global procurement, global marketing had become the direction ofdevelopment, and many large-scale multinational enterprises have to go out of the countryto build the new production base and warehousing transit center. Either transit warehouselayout and selection of production bases are belong to the category of research on location,and have certain effect on the enterprise’s service quality, production efficiency andoperation cost, even determines the success or failure of enterprise operation, and oncewarehouse location was determined, in the short term it is difficult to change, or to changeof cost is too big. Therefore, a good location plan in a long period of time can improvewarehouse service level, reduce operating costs, to enterprise oneself of great strategicsignificance.Location problem is one of the typical problems in operations research. In the existinglocation problems, with the smallest cost for the target model are basically in theconsideration of construction costs, operating costs, transportation costs, and notconsidering time penalty cost, time penalty cost is a measure of customer satisfaction as anindicator, At present, there are no references considering time penalty cost inmulti-warehouse location model, the usual practice is not to consider the time constraints,with consideration of time factor is to consider the time as a model of a constraint orobjective function. However, in order to meet customer needing time and achieve profitmaximization, change the time into a cost to balance the distance between the warehouseand the various demand points is the innovation point, while the use of price discounttheory in distribution, considering freight cost discount in calculating the transport costs onlocation problem is the reality of an embodiment, making the model more practical,realistic.In this paper, doing a in-depth analysis for the existing warehouse location references,combined with the actual situation, using the minimum cost and operational researchthoughts, conducting a undertook detailed and thorough discussion for multi-warehouse location problem with time penalty cost and freight cost discount. Firstly, outline the theoryof warehouse location problem, at the same time, raise commonly used mathematicalmodel on location problem, and puts forward the location problem commonly usedmathematical model, and described CFLP in detail, and puts forward multi-warehouselocation problem with time penalty cost and freight cost discount; Secondly, describes thenecessity of the time penalty cost in location problem, and sets up four functions of timepenalty cost, at the same time constructed multi-warehouse location model with freight costdiscount; Thirdly, put the time penalty cost to multi-warehouse location model with freightcost discount, build a brand new multi-warehouse location mathematical model with timepenalty cost and freight cost discount, and based on the analysis of model feature, choosethe genetic algorithm to solve the model; Finally, selects accessories warehouse forautomobile industry development zone of Chang Chun as an example, comply the modelwith using MATLAB software.
