In recent years, the increasing development of logistics industry brings a dependency on Logistics Park. With rail capacity liberated by rail freight reform forces, railway has created favorable conditions for logistics services. In order to bring full play of railways transportation resources, speed up the urban logistics operation speed, this paper consider most is how to rely on the railway junction and the freight yard, choose the appropriate freight station or yard, and establish railway Logistics Park. The main problems of this research are listed as following.First of all, on the fundamental of the summary of logistics parks research and logistics parks and site selection methods, this paper analyzes the location problem and characteristics of railway logistics parks, which are always changed from railway station or freight yard. After considering the complexity of the location issue, this paper selects the multiple linear regression method to predict the volume of goods transported.Then, this paper establishes a qualitative and quantitative method for railway logistics park location. In the qualitative part, the thesis constructs an option evaluation index system to choose some railway freight stations as optional collection for railway logistics park. In the quantitative part, the thesis establish a bi-level programming model with the objective is to achieve maximum cover and minimum cost. The upper target is covering the railway freight stations’needs as much as possible, and the lower target is to minimizing the expansion, storage and transportation costs. The paper designs an improved genetic-particle swarm optimization algorithm, which use the genetic algorithm to solve the overall maximum amount of coverage and particle swarm optimization algorithm to minimize the total cost, by speeding up particles near the search speed. Using these methods, the paper gets the locations to set up railway logistics park and calculates the coverage ratio of railway freight stations by each railway logistics park.At last, the paper select the railway freight stations for railway logistics park with the accordance with the final core calculated by fuzzy comprehensive evaluation method.Eventually, this paper uses the method to solve the railway logistics park location problem in Xuzhou city. On the basis of analyzing the background of urban development and the freight needs characteristics in the year2020, this paper make a suitable location plan of railway logistics yard in Xuzhou city. The example has verified the theoretical and practical value of the thesis.
