With the integration process of continuous development of the global economic and the ever-changing information technology,the cross-border e-commerce has grown rapidly.Compared to the developed countries,China's logistics industry is relatively backward.The existing logistics and distribution model can not keep up with the need of business development.In recent years,the emergence of overseas warehouses has become a boost to the rapid development of cross-border e-commerce.Moreover,the scope of application of overseas warehouse is very wide,and the extensive use of overseas warehouses can reduce the logistics costs of enterprises.However,the main problem of overseas warehouse construction is to rent or built overseas warehouse cost is high,and it is easy to produce goods backlog,which the enterprise demand for goods forecast and the overseas warehouse location decision-making have put forward higher requirements.In this paper,the research object is China's cross-border e-commerce enterprises.According to the actual needs of overseas positions,the perspective of market demand,and the research on site selection at home and abroad,we consider the cost of overseas warehouse construction,the transportation costs caused by the different modes of transportation,transport distance and the time penalty cost.This paper establishes an overseas warehouse location model considering the cost of time penalty.From the actual situation,as the overseas warehouse cross-store transport involves the cost of tariffs.Taking into account the time penalty on the basis of cost,taking into account and the impact of tariffs,we ultimately establish a time to consider the cost and tariff cost of the mathematical model.Through the analysis of the characteristics of the model,we solve the problem by MATLAB using the genetic algorithm,particle swarm algorithm and genetic particle swarm optimization algorithm.Finally,through the case simulation to prove that the model is effective and feasible.From the aspects of cost efficiency,time efficiency and stability,compare to the genetic algorithm,particle swarm optimization algorithm and genetic particle swarm optimization algorithm,the effect of genetic particle swarm optimization algorithm is better.The innovation of this paper is based on the construction requirements of cross-border electricity providers,considering the time penalty costs and tariff costs to establish mathematical models.Solve the model by the design of genetic algorithms,particle swarm algorithm and genetic particle swarm optimization algorithm.It proves that the genetic particle swarm optimization algorithm it is better.So as to provide scientific methods and basis for the construction of overseas warehouses for cross-border e-commerce enterprises,which improve the efficiency and competitiveness of enterprises and promote the development of international economic and trade.
