A Research On China’s Endowment Insurance System Of Landless Farmers

With the rapid development of China’s economic construction, urbanization and industrialization process continued to advance, expanding demand for urban construction land and transfer of rural labor to non-aguricultural industries and urban,resulted in a social group called "landless famers". Landless farmers are typically "no land, no job, no life skills, no social security" poor crowd, living in urban fringe. Because their identities are often between residents and farmers, so they are also called landless or lost land person. But with a widespread concern from the national authorities, government has begun to attach great importance to the settlement and social security of landless farmers. However, due to the low compensation, the shortage of fund, it has not solved the practical difficulties of landless farmers yet. Therefore, how to solve the problem of landless farmers’ endowment insurance, how to establish a security mechanism suitable for landless farmers, the mechanism can respond to short-term risk, but also can deal with the long-term risk. It is an urgent and important subject that we face to study. This article take the endowment insurance system of Jiangxi province landless farmers as the object of study, investigate the living conditions of landless famers systematiclly, furthermore, make analysis of Jiangxi province landless farmer’ present situation, realistic predicament and improving measures.The main content of this paper includes the following sections:1.The theoretical basis of landless farmers’ endowment insurance.This part is mainly set out the main points of the various schools of studies on social security. The studies on social secuity of welfare economics is mainly from the functions of the government and social welfare improvement perspective.Welfare state theory emphasizede quality of income, social welfare and employment, nationalization, planning and engineering of socialization. Includes three main mathematical foundations of social security law of large numbers:Chebyshev law of large numbe, Bernoulli law of large number and Possion law of large number. The three laws of large numbers of social security is the mathematical Foundation of a social system.People can take advantage of their social security systems to reduce their uncertainties and improve well-being, which also decides from informal social security system and eventually to the formal system, provides proven stability and development of the social protection system. This section also describes the legal basis of land expropriation compensation:The doctrine of vested rights, public expropriation said, the guarantee of human rights and special sacrifice.2.Present situation of landless farmers endowment insurance system in Jiangxi province and analysis of the existing problems. In this part, firse introduced the land acquisition situation of Jiangxi province, this article puts Yingtan city as a sample of the requisition of land in Jiangxi province for investigation. Second introduced the situation of landless farmers in Jiangxi province participate in endowment insurance, including farmers and placement measures:is mainly dominated by monetary compensation and rehousing, overall low state; the landless farmers’ insurance policy and insurance as a whole; analysis of factors influencing landless farmers’insurance: is divided into Endowment insurance policy defects in design and shortcomings in the implementation of the two reasons. Once again in this part analyzes the five problems of present social endowment insurance for landless farmers in Jiangxi province:the difficulties of fund procurement, the low levels of pay, endowment insurance system is not uniform and the lack of actuarial and insurance cost calculation basis. Finally analyzes the causes of problems of landless farmers’endowment insurance system, mainly because of the current rural land system, the current land expropriation system urban and rural dual social security system.3.The experience and enlightenment of the endowment insurance system for landless farmers in the rest of the country. This part is mainly from the developed regions and the less developed parts of the country after analysis of the two, summarized on the enlightenment of the development of endowment insurance system in Jiangxi province. Namely Characteristics of local conditions established for landless farmers, and urban pension insurance system of linked, multisectoral support and cooperation of the endowment insurance system for farmers.4.The policy recommendations of perfecting landless farmers’ endowment insurance system in Jiangxi province. The last part of this article is a summary based on the analysis of the previous four-part, put forward the policy recommendations of perfecting the endowment insurance system for farmers in Jiangxi province. It first analyse the fundamental principles of perfecting landless farmers’ endowment insurance in Jiangxi province, including to establish a unified landless farmers’ endowment insurance system as soon as possible, The reciprocity principle of rights and obligations, The principle of benefit compensation mechanismfaimess that equity priority and effciency consideration, the principle of government funding first. Secondly, draws up from four aspects to put forward the policy recommendations of perfecting:mode selection, insured objects identified, financing and operation of the Fund and supervision.
