“Since 2014 public rental housing and low-rent housing system will merge,and referred to as public rental housing.” the state council issued in 2013.Under this big background,the rent problems become hot topic,the policy documents according to each region and to apply for the economy effect differential rent of the crowd.However,specific rule that how to formulate the public housing rent is still in the exploratory stage.Chongqing,Anhui,and Jinan has promulgated the concrete scheme of public budget and axle preliminary application,but most of the city has not yet issued public budget system implementation plan.According to the hot and difficult problem,this article summarizes and designs a set of public rental housing rent pricing strategy.This strategy mainly summarizes a large number of literatures about the pricing strategy of affordable housing in developed countries and combines with the present situation of Kunming.The present situation of Kunming includes with the construction of low-rent housing and public rental housing,the rental status,the management as well as its existing problems in Kunming.To solve these problems,this paper designed the rent pricing strategy.The modle includes the cost and housing affordable ability.In terms of the rental cost,it main consideration of public rental housing depreciation cost,maintenance,management fees,the cost of capital that four factors;Housing affordability of living crowd is measured by the residual income.Model to "family population,household income and housing area" as the main difference between variable calculated benchmark gradient rents,calculated by increasing sum total rent,finally using the residual income method adjust the total rent and get the final rent.To "Puhui garden" project in Kunming as the specific research object,put the specific data into the model,calculate the different door model,rental income and family of the population gradient.Rent adjustment datum by applying the method of residual income gradient,and the current public rental housing rental benchmark compared with the calculation result in this paper.We draw the conclusion: differentiation(gradient)rent more affordable and sustainability,can give full play to leverage the rent adjustment.At the same time in order to ensure the rationality of the rent and sustainability,this paper puts forward in a certain period,the rent according to the security people of disposable income of dynamic adjustment.Finally,it is beneficial to implementation of the differential rent that realize information sharing,improve the supervision and examination mechanism and related laws. |
