Study On Protection Of Cultivated Land Resources In Jiangxi Province Based On The Food Security

Since2007, food prices continue to rise in the worldwide, causing widespread domestic and international attention.China’s population continues to grow, meanwhile, cultivated land is decreasing, so food demand growth and decline in cultivated land resource conflicts have become increasingly prominent.Food security is the foundation of economic development, and is the important components of a national security strategy. Arable land is an important base of human access to food, is a carrier of food production, and to protect arable land resources is to ensure that food security.Jiangxi province is a major grain production area in China, and is one of in two provinces have been continuous contribution to the national,its agriculture plays an important role in the country. In the perspective of food security, research country and the local farming protection situation, then provides the valuable information for the farming protection and the grain production, this all has the vital significance to the food security and the cultivated land protection.This article has analyzed the grain production output change, the structure adjustment, the influence factor and the area superiority characteristic in Jiangxi Province,and to analyze the quantity,quality and potential of cultivated land resources, the article has discussed the farming resources use space and time characteristic and the actuation mechanism in Jiangxi Province. Based on the analysis of the status of food and arable land, combined with factors such as economic and social development, as well as food reserves in Jiangxi province, forecasting under the premise of the strategy for food security, the Jiangxi Province grain demand will amount to22,974,600tons to2020. Therefore, in the grain degree of self-sufficiency125%and under the duplicate kind of index240%level,2020farming demand is2,816,200hectares. The research has shown that under double pressure of the food security and cultivated land protection, we must point in economic, legal, administrative and other measures to strengthen the protection of cultivated land:(1) Build the regional agricultural land protection and grain farmers protection mechanisms, enlarges to plants crops big county and the planting crops farmer’s construction and the support, increase the construction and indorsation to plants crops big counties and the planting crops farmers, establish of compensation mechanism of cultivated land protection in the province.to mobilize their enthusiasm and initiative of the grain and the protection of cultivated land;(2) Develop a comprehensive quality and ecological protection of cultivated land laws system, strengthen supervision and management of cultivated land quality and ecological;(3) Innovate the agricultural production finance and taxation system, constructs the city and countryside integration the land market system,to promote land resource highly effective disposition;(4) Speed up the economic structure the optimized adjustment, advance our province agricultural production by the traditional agriculture to modernized agriculture reforming, to promote land saves the use intensive;(5) Strengthen the remediation of Agricultural land and collective-owned construction land, guarantees the farming total quantity dynamical equilibrium;(6) Set up a scientific concept about protection of cultivated land, establish evaluation system of cultivated land protection in public, to promote the universal participation to the farmland protection...
