A Research On Optimizing The Ownership Structure Of Rural Banks In Gansu Province

In2006, the China Banking Regulatory Commission released drafts on adjustment to relax the financial institutions with banking policy of rural areas to better support the new socialist countryside construction, which substantially relaxed the access standards of rural banks and other new rural financial institutions. The rural bank is a system of innovation which is an important complement to the large commercial banks and cooperative financial institutions. At the end of2011, Gansu province has set up8rural banks, which made important contributions to active in the rural financial market in Gansu Province, improve effectively rural financial services and support the construction of new rural.However, since the system bound by the provisions, insufficient incentives and many other factors, the ownership structure of the Gansu Province rural bank which are significantly higher share of the largest shareholder defects, and also play the negative impact on its sustainable development. So the further analysis the ownership structure of the rural banks in Gansu Province, and exploring the shareholding structure of optimal path can help to optimize the internal governance structure of rural banks and to better serve the rural areas.This article is divided into five parts. The first section introduces the research background, the motivation of paper, the research methods and related issues on the topic. The second section provides an overview of the rural bank ownership structure theory. The third section describes an overview of the rural banks in Gansu Province, from point of view both the theory and practice the paper do more detailed analysis of the status of Gansu rural bank ownership structure, some defects, causes of defect and its affect. The fourth section according to the defects and causes of the ownership structure, the paper proposes principles of the design of ownership structure of the rural banks in Gansu and try to explore the goals and the path of the Gansu rural bank ownership structure optimization. The fifth section gives the policies recommendations of Gansu rural bank ownership structure optimization. The suggestion mainly about adjustments and improvements of the system, the improvement of policy support and strengthen the regulatory and so on.
