At present, China is in the rapid development of urbanization period. With the accelerating pace of urbanization, the land of farmers and herdsmen was requisitioned. Accordingly, the traditional lifestyle of landless farmers and herdsmen has changed a lot. With the deepening of reform and opening up and exploiting the western region, especially the support for Tibetan development of central government has intensified, economic and social development of Tibetan areas gained unprecedented achievement. Meanwhile, the Tibetan landless farmers and herdsmen income problem also appears to become increasingly prominent with the accelerating pace of urbanization,.National compulsory levy, urban planning and ecological construction and other reasons togetjer deprive the farmers and herdsmen of their land. Located on the edge of urban and countryside, it has become a part of the city, but in land ownership, household registration, the administrative system still retain the village mode. This group is different from both the villagersand citizens, they have lost all or most of the land, but still retain the traditional way of life. They have no sense of belonging. The change of their identity doesn’t bring benefits to them. They have no land to plow,no position to work, no social insurance to enjoy, and no fund to start a business.Urbanization is the inevitable and irreversible trend in the process of economic development and social progress, and urban expansion occupies large number of the land of farmers and herdsmen. Thus, landless farmers and herdsmen’s income increase have become a problem which influence the regional economic development and social stability in minority areas. The grim problem of existence of landless farmers and herdsmen often lead to social and political issues. Hezuo City which is the center of the the Gannan politics, economy, culture, the capital of Gannan Tibetan Autonomous Prefecture, is located in the southern part of Gansu Province. It shoulders the historic task of promoting economic development by leaps and bounds and long-term stability of the Gannan region. In recent years, although the city’s economy developed rapidly, the level of development is still relatively low. The local people are generally with low science and technology level, coupled with the unique needs of the Tibetan regional political stability, making this region landless fanners and herdsmen income very unique in China.Based on economics and management perspective, this study aims to re-examine the issue of increase-income of landless farmers and herdsmen in HezuoCity, On the basis of summing up the research experience at home and abroad, the paper describes the factors which constraint landless farmers and herdsmen income increasing, and provides some beneficial suggestions and countermeasures. In addition, because of the uniqueness of the region’s political environment, this study also aims to explore the role of economic development played in maintaining the political stability in minority areas. Last but not least, this paper explores new ways to solve the income problem of landless farmers and herdsmen in minority areas of China.
