The Tibet Autonomous Region is one of the 14 concentrated contiguous areas in China.Due to its special natural geographical environment and historical and cultural factors,the living standards of farmers and herdsmen in the region have long been below the national average.The livelihood of Tibetan farmers and herdsmen The issue of development has always been the focus of the Party Central Committee and the academic community.At a time when China is about to build a comprehensive well-off society,its difficulties are still concentrated in contiguous areas.Although the Party Central Committee attaches great importance to poverty alleviation work in Tibet and has formulated a series of preferential policies,the quality of life of Tibetan farmers and herdsmen is better.It is difficult to match the improvement.The resource environment and cultural factors have played a significant role in the production and life of farmers and herdsmen in Tibetan areas,which have constrained the livelihood development of farmers and herdsmen in the area.The example of X village in Ali area of Tibet can reflect this phenomenon.After investigation,it is found that the dilemma faced by farmers and herdsmen in Tibetan areas is mainly reflected in production and life.The resource environment is an important factor influencing the choice of production and life behaviors of farmers and herdsmen.In terms of production development,the main performance is the constraints on the development of the breeding industry,non-agricultural development and market development.The environmental capacity has severely constrained the development of agriculture and animal husbandry.The constraints of the source environment on market development are mainly reflected in all aspects of production.The pre-production production factors are insufficient and the post-production sales are lagging.Due to the distance from the external market and the difficulty of scale formation,it is difficult to guarantee the sale of products.In terms of life,the main manifestations are the impact of daily food and clothing activities,medical service accessibility,educational development and entertainment activities.The farmers and herdsmen are closely related to their special resources and resources for survival,development and enjoyment of data consumption.Related.Under the choice of the way of production and life behavior of farmers and herdsmen,their specific culture has been produced,and this culture has reacted to the behavioral way,thus strengthening the role of resources and environment.The environment,behavior and culture jointly affect the Livelihood development of farmers and herdsmen.This paper mainly discusses the constraints of resources and environment faced by farmers and herdsmen in the X village of Ali area in Tibet during the production and life process.The paper analyzes the dilemma of the livelihood development of farmers and herdsmen in Tibetan areas with the theory of environmental determinism and poverty culture as the theoretical basis of the article.Taking"environment-behavior-culture"as the analytical path of the article,we believe that environment and behavior are a process of mutual influence,and environment and culture are a process of mutual gestation.Behavior and culture are a process of mutual construction.The fragile resources and environment of Tibetan areas affect the choice of production and living behaviors of farmers and herdsmen.Under the combined effect of the two,poverty culture is derived.The poverty culture further strengthens and counteracts the fragile resources and environment of Tibetan areas and the behavior of farmers and herdsmen.The three constitute a relatively closed system,which together form the livelihood dilemma of farmers and herdsmen in Tibetan areas.
