The Practice And Exploration Of Yellow River Water Right Conversion In Ningxia

The Yellow River water right transfer in Ningxia is China’s first large-scale cross-industry in the Yellow River Basin water rights market practice. Pilot conversion of water rights has made significant progress in recent years under the constraints of the Ningxia Yellow River water indicators, including the industrial investment in agricultural water-saving agriculture, the support of industrial development by the transfer of water rights and reduction of farmers’ burdens and ecological benefits of "win-win". The water right transfer gives strong support to China’s water rights system and water right transfer practice, especially to the western arid regions of optimizing the allocation of limited water resources, improving valuable experience to water use efficiency and effectiveness.This paper is divided into six parts:the first part is an introduction which focuses on the background, significance, ideas and methods of the research; the second part is about the theoretical basis of water right transfer and the clarification of water rights, related concepts, the theoretical basis, the premise and condition and prices of water rights transfer through theoretical analysis, aiming to provide a solid theoretical foundation for the study of water right transfer. The third part is the type and practices of the water right transfer, which offer experience for the Ningxia Yellow River water rights transfer by a comparative analysis on water right transfer practice at home and abroad. The fourth part of the paper takes the water right transfer in the west of Ningxia as an empirical analysis from its background, type and price. The fifth part is the revelation of the water right transfer of the Ningxia, whose mode gives advices to China’s western arid zone water right transfer, as well as puts forward related suggestions. The last part makes a conclusion of the whole paper.
