There exists a mutual relation of restricting and promoting between the development of regional economy and higher education, and the benign interaction between the both is the guarantee of the regional economy and higher education. The development of region economy depends on higher education human resources and technology capital, and the development of higher education also depends on the development level of regional economy. The development of regional economy provides material guarantee and directly influences the scale and the developing speed of higher education. Therefore exploring the questions and reasons between Guangxi regional economy and the development of higher education is significant for the interaction between Guangxi regional economy and the development of higher education, and is important.At present, there is perfect theoretical system about the benign interaction research between regional economy and higher education development, including regional economic growth pole theory, new economic growth theory and the theory of imbalanced growth and education external law theory, and these theories have important significance for benign and interaction between regional economy and higher education. As an important intellectual resource with economic function of quasi public product, consumption and investment, higher education has the function of promoting integration with enterprise and accelerating the transformation of scientific research achievements. In Guangxi regional economic development and talent strategy, strengthening the talent development and cooperation is the realization of Guangxi talents promotes and accelerating the upgrade of regional economic development level. However, under the condition of the Guangxi GDP growing and the of industrial structure adjusting of Guangxi at present, the talent development environment and talent structure is difficult to adapt to the needs of the rapid development of regional economy, and it is mainly reflected in the poor talent development environment, weak ability to attract staff, no unified personnel management system and the lack of high-quality talents, etc. Additionally, port development planning construction and logistics management personnel, as well as the coastal industrial development needs of the skilled talents are also not enough. On the perspective of talent demand situation for Guangxi Beibu Gulf Zone, Highly educated and highly skilled comprehensive talent is needed, and the demands for these with Bachelor’s degree, master degree, and doctor degree and other highly educated people are increasing. In recent years, Guangxi higher education scale expands rapidly, and the overall level of education is also rising. But, the development of Guangxi higher education is facing many contradictions:the gap between the rising high-quality comprehensive talents demand and the limited scale of Higher Education, and the gap between higher education sustainable development and support the development of the necessary resources are insufficient.From the view of talent demand, Guangxi’s is steady, and the demand is also steady in several industries such as international trade. On the other hand, from the view of talent supplying, the supply of higher education is increasing year by year, especially for the expansion of university enrollment, and the increasing number of the university students and college graduates are also increasing. However, higher education is also faced the falling in the quality of education, lacking of infrastructure investment and employment pressure and other serious problems.Through the analysis of the development of Guangxi regional economy and interactive unbalancing of higher education, we could see that Guangxi is Guangxi is in the underdeveloped region of Higher Education, that Guangxi higher education cannot effectively promote the rapid development of regional economy, that regional economy of Guangxi is not good enough to promote the development of Guangxi higher education, and that Guangxi economy can hardly effectively promote the increasing of the input of higher education resources. Through the analysis, the reason is mainly due to the unbalancing of regional differences and economic development. And to its essence, the reason is mainly due to the low popularity and speed of Guangxi higher education comparing to national average because Guangxi seriously lacks of high-quality talents, thought of higher education is backwardness, and insufficient investment is putting into higher education.In order to effectively promote the harmonious development between Guangxi regional economy and higher education, ten years of fifteen years should be taken to develop the regional economy and higher education, so these have to be done:changing the thoughts of higher education running, optimizing the structure of higher education, drawing lessons from advanced models of higher education, improving the higher education system, with scientifically positioning, highlighting the characteristics of higher education, and realizing that higher education should face the world, all-round development. Meanwhile, these strategies should be taken:Strengthening the connections with enterprises, in order to cultivate compound application talent; continuing to promote teaching and scientific research achievements transformation, and develop innovation education; promoting cooperating between colleges and local government as well as the relevant functional departments to provide technical support and related consulting services; actively adapting to the industrial structure adjustment; introducing a wide range of investment channels of educational; and carrying out a project of talent developing.
